CITY OF HUNTSVILLE BE IT REMEMBERED that on the 4th day of
November, 1947, the City Council of the City of Huntsville, Texas
convened in regular session at its meeting piece at the City Hell.
and Fire Station in said city, all of the members of the council
being present, and having attended to the routine business coming
on for consideration recessed; that said council regularly recon-
vened at an adjourned session on November 26 , 1947 at the City
Hall and Fire Station in said city, with the following members pres-
ent, namely: lailbourn S. Gibbs, Mayor J. 0. Thompson, J. N. Scar-
borough, 'Vv. T. Robinson, Wilber L. Smither
and Sam Dobbins , Aldermen, being present, when, among other
proceedings had, the following ordinance was passed:
"AN ORDINANCE AMENDING SECTION 11 OF AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, DATED
NOVET E' A 947, ORDERING THE ISSUANCE OF $90,000.00 OF

1 1 COLLECTION OF A TAX OF TWENTY FIVE (250)
CENTS ON THE ONE HUNDRED DOLLARS VALUATION OF ALL TAXABLE
PROPERTY 1IITHIN THE LIMITS OF SAID CITY TO PAY THE INTER-
EST AMID CREATE A SINKING FUND FOR THE REDEMPTION THEREOF;
APPROPRIATING MONEY OUT OF THE AVAILABLE REVENUES ON HAND
TO PAY THE INTEREST ON SAID BONDS DUE ON JUNE 1, 1948 AND
ON DECEMBER 1, 1948; AND DECLARING AN EMERGENCY."
Alderman Robinson moved the ordinance be placed on its
first •reading, seconded by Alderman Scarborough, and carried by the
following vote:
AYE: Robinson, Scarborough, Thompson, Smither and Rob-
bins
NO: None. Carried; ordinance passed on first reading.
Alderman Thompson moved that the rules be suspended and
that the ordinance be placed on second reading; seconded by Alderman
Robinson, and carried by the following vote:
AYE: Robinson, Scarborough, Thompson, Smither and Rob -
bins
NO: None. Carried, ordinance placed on second reading.
Alderman Scarborough moved that the ordinance pass second
reading; seconded by Alderman Thompson, and carried by the following
vote:
AYE: Robinson, Scarborough, Thompson, Smither and Rob-
bins
NO: None. Carried; ordinance passed second reading.
llderman Robinson moved that the ordinance pass third and
final reading; seconded by Ilderman Thompson, and carried by the
following vote:
AYE: Robinson, Scarborough, Thompson, Smither and Rob-
bins
NO, None. TTayor Gibbs then declared the ordinance finally
passed. The ordinance follows:
"AN ORDINANCE AMENDING SECTION 11 OF AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, DATED
NOVEMBER 4, 1947, ORDERING THE ISSUANCE OF $90,000.00 OF
AIRPORT BONDS OF SAID CITY, TO PROVIDE FOR THE LEVY, AS-
SESSMENT AND COLLECTION OF A TAX OF TWENTY FIVE (250)
CENTS ON THE ONE HUNDRED DOLLARS VALUATION OF ALL TAXABLE
PROPERTY WITHIN THE LIMITS OF SAID CITY TO PAY THE INTER -
EST AND CREATE A SINKING FUND FOR THE REDEMPTION THERc1OF;
APPROPRIATING MONEY OUT OF THE AVAILABLE REVENUES ON HAND
TO PAY THE INTEREST ON SAID BONDS DUE ON JUNE 1, 1948 AND

Section 1: That Section 11 of an ordinance of the City
Council of the City of Huntsville, Texas dated November 4, 1947,
ordering the issuance of Ninety Thousand ($90,000.00) Dollars of
airport bonds of said city be and the same is hereby amended so as
to read es follows:
"Section 11: It is further ordained by the City Council
of the City of Huntsville, Texas, that while said bonds,
or any of them, are outstanding, and unpaid, there shall
be annually levied, assessed and collected, in due time,
form and manner, a tax upon all of the taxable property
of said City of Huntsville, sufficient to pay the current
interest thereon and to create e sinking fund of at least
two (2%) per cent and sufficient to pay each installment
of the principal as the same becomes due, in accordance
with the mandates of the Laws and Constitution of the
State of Texas. To pay the interest on said bonds for
the first year and to create a sinking fund with which
to pay the principal as the same becomes due, in accord-
ance with the Laws and Constitution, there is hereby levied
a tax of twenty five (250) cents on each One Hundred Dol-
lars valuation of taxable property in said city for the
year 1948, and the same shall be assessed and collected
and applied to the purpose named; and while said bonds,
or any of them, are outstanding end unpaid, a tax for each
year at a rate from year to year, as will be ample and suf-
ficient to provide funds to pay the current interest on said
bonds and to provide the necessary sinking fund, full allow-
ance being made for delinquencies and costs of collection,
shall be, and is hereby levied for each year, respectively,
while said bonds, or any of them, are outstanding and un-
paid, and said tax shall each year be assessed and col-
lected and applied to the payment of the interest on and
principal of said bonds.
Out of the revenues of the City of Huntsville now on hand
there is hereby appropriated the sum of One Thousand Two
Hundred ($1,200.00) Dollars, which said sum shall be and
is hereby ordered to be set aside for the purpose of pay-
ing the interest on said bonds due on June 1, 1948, and
a like amount is hereby appropriated out of the revenues
of the city now on hand, which sum shall be and is hereby
ordered to be set aside for the purpose of paying the in-
terest on said bonds due on December 1, 7948."
Section 2: The fact that the Attorney General of the State
of Texas, before approving the bond record and bonds, has required
that Section 11 of said ordinance be amended so es to provide for
a specific tax levy for the year 1948, creates an emergency end an
imperative public necessity that the rule requiring ordinances to
be read on three separate days before final passage be suspended,
and such rule is hereby suspended, and it is ordained that this
ordinance shall take effect and be in full force immediately after
its passage and approval.
The above and foregoing ordinance, upon motion duly made
and seconded, was adopted by the unanimous vote of said council,
and is approved by the Mayor, in open council, this the 26th day
of November, 1947.
