ORD 2011-25 - Veterans Affairs Advisory Board Amending 2010-45 Change Quorum 03-15-2011ORDINANCE NO. 2011 -25 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVLLE, TEXAS, AMENDING ORDINANCE NO. 2010 -15, WHICH CREATED THE VETERANS AFFAIRS ADVISORY BOARD, BY REPLACING SECTION 1(c) WITH A NEW SECTION 1(d) AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. WHEREAS, the City Council previously adopted Ordinance No. 2010 -45 creating a Veterans Affairs Advisory Board ( "Board ") to enhance Veteran Relations and make Huntsville truly a community where veterans are welcomed; WHEREAS, the City Council finds that the number of members required to constitute a quorum to promote efficiency of Board actions and this purpose can be accomplished by replacing Section 1(c) with a new Section 1(c); and WHEREAS, notice of the agenda for this meeting, was given in accordance with law by posting the same at the place reserved and designated for notices of public meetings and public activities and prior to the adoption of this ordinance. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that: SECTION 1: The facts and matters set forth in the preamble of this Ordinance are found to be true and correct and are hereby adopted, ratified, and confirmed. SECTION 2: Ordinance No. 2010 -45 is amended by replacing Section 1(c) with a new Section 1(c) as provided below: "c) Meetings. Six (6) members of the committee shall constitute a quorum of business. The members of the committee shall regularly attend meetings and public hearings of the committee and shall serve without compensation except for reimbursement of authorized expenses attendant to the performance of their duties. SECTION 3: All ordinances or parts of ordinances that are in conflict or inconsistent with the provisions of this Ordinance shall be, and the same are hereby, repealed, and all other ordinances of the City not in conflict with the provisions of this Ordinance shall remain in full force and effect. SECTION 4: Should any paragraph, sentence, clause, phrase or section of this Ordinance be adjudged or held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this Ordinance as a whole or any part or provision thereof, other than the part so declare_ d to be invalid, illegal or unconstitutional. SECTION 5: This Ordinance shall take effect immediately from and after the date of its passage in accordance with Article 4.15 of the City Charter.
