Resolution 2016-30 - Reso. 2016-30 - CDBG-CE fire truck grant, 7-19-16 - 7/19/2016 RESOLUTION NO. 2016-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE SUBMISSION OF THE 2016 TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT- COMMUNITY ENHANCEMENT PROGRAM; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE 2016 CDBG-CE GRANT. WHEREAS The City desires to develop a viable urban community, including decent housing and a suitable living environment and expanding the economic opportunities, principal for persons of low - to- moderate income; and WHEREAS Certain conditions exist which represent a threat to public health and safety; and WHEREAS it is necessary and in the best interests of Huntsville to apply for funding under the Texas Community Development Block Grant- Community Enhancement Program; NOW,THEREFORE,be it resolved by the City Council of the City of Huntsville,Texas,that: SECTION 1: A Texas Community Development Block Grant Program application for Community Enhancement funds is hereby authorized to be filed on behalf of the City with the Texas Department of Agriculture and any other appropriate agencies as defined in the regulations. SECTION 2: The City's application be placed in competition for funding under the Community Enhancement Fund. SECTION 3: The application will be for$500,000 to provide a fire truck for the Public Safety Department. SECTION 4: The City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Community Development Block Grant Program SECTION 5: The City commits itself, if funded by Texas Community Development Block Grant Program to appropriate $55,000 as matching funds and as a demonstration of its local support to the fire truck project.The match includes $35,514 cash and$19,486 in-kind administration. SECTION 6: All funds will be used in accordance with all applicable federal, state, local and programmatic requirements including but not limited to procurement, environmental review, labor standards, real property acquisition,and civil rights requirements.
