MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 4 DAY OF DECEMBER 2018, IN
THE CITY HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 6:00 P.M.
The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Andy Brauninger, Joe Emmett, Tish Humphrey, Ronald Allen (arrived at 5:08 p.m.), Joe P.
Rodriquez, Paul Davidhizar, Tyler McCaffety (arrived at 5:04 p.m.), Clyde D. Loll, Mari Montgomery
COUNCILMEMBERS ABSENT: None
OFFICERS PRESENT: Aron Kulhavy, City Manager; Lee Woodward, City Secretary; Leonard Schneider, City Attorney
WORKSHOP \[5:00 P.M.\] The City Council will hear a presentation for an update on Proposition 1 buildings for the Huntsville
Police Department and Huntsville Fire Department.
City Manager Aron Kulhavy, HPD Chief and Director of Public Safety Kevin Lunsford, HFD Chief Greg Mathis, and representatives
of Architects Design Group presented plans and renderings for Prop. 1 projects for Police and Fire buildings. The workshop concluded
at 5:49 p.m.

CALL TO ORDER – Mayor Brauninger called the meeting to order at 6:00 p.m.
INVOCATION AND PLEDGES
U.S. Flag
Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible.
Sheldon Robertson gave the invocation and Sheldon and his sister Allison Robertson of the Boys and Girls Club led the pledges.
1. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent
Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may
be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member
of Council.)
a. Approve the minutes of the City Council meeting held on November 20, 2018. \[Lee Woodward, City Secretary\]
b. Adopt Ordinance 2019-08, creating paid parking spaces along 17th Street between Bobby K. Marks Drive and
Bearkat Boulevard, second reading. \[Ram Ramachandra, City Engineer\]
Councilmember McCaffety moved to approve the consent agenda; the motion was seconded by Councilmember Davidhizar.
Councilmember Allen asked to pull Ordinance 2019-08. The motion to approve the November 20 minutes was adopted, 9-

0. Councilmember McCaffety moved to adopt Ordinance 2019-08, creating paid parking spaces along 17 Street between
Bobby K. Marks Drive and Bearkat Boulevard; the motion was seconded by Councilmember Rodriguez. The motion was
adopted, 6-3, Councilmembers Loll, Davidhizar and Allen voting against.
2. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, public comment, discussion, and possible action to consider adopting Resolution 2018-11
authorizing the City Manager, Finance Director, City staff, and the City’s financial advisor and bond counsel to
proceed with all necessary processes and documents in connection with the sale of Proposition 1 bonds for Public
Safety facilities projects. \[Steve Ritter, Finance Director\]
(An error on the resolution number was noted, the correct number is 2019-11.) Councilmember Humphrey moved to adopt
Resolution 2019-11 authorizing the City Manager, Finance Director, City staff, and the City’s financial advisor and bond
counsel to proceed with all necessary processes and documents in connection with the sale of Proposition 1 bonds for
Public Safety facilities projects; the motion was seconded by Councilmember Rodriquez. The motion was adopted, 9-0.
3. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, public comment, discussion, and possible action to consider the Mayor’s nominations for the Board of
Adjustment. \[Mayor Brauninger\]
The Mayor moved his nominations. The motion was adopted, 9-0.
4. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be
taken.
No requests were received by noon on Tuesday, November 27, 2018.
5. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
No media inquiries were made.
6. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for
which no action will be discussed or taken.)
Mayor Brauninger reminded all of the runoff election on December 15 for the At-Large Position 2 City Council seat, saying early
voting began last week and runs through December 11.
Councilmember Humphrey encouraged the public to clean up our community with the City’s free dumpster week through Friday,
December 8. She noted that the City will be emptying them regularly, and that more information was available at 294-5712.
Councilmember Loll announced that the Wynne Home will again partner with Nicolay Danceworks for A Wynne Home Nutcracker
with multiple performances each night December 5-8.
Councilmember McCaffety said 1,600 lucky City residents received the City’s citizen survey and asked those who have to help
plan for Huntsville’s future by completing and returning it.
Councilmember Montgomery recommended Christmas shopping at the Statue during their annual open house on Thursday,
December 6, from 10-5 for 25% off in the gift shop, refreshments from noon-1, and a special performance by the HHS Jazz
Band.
Councilmember Allen announced that five local choirs would be performing a Christmas Concert on December 11 at 7 p.m. at
University Heights Baptist Church.
Councilmember Davidhizar shared news on the success of the Alpha Omega football team, who will be competing for the state
title this week.
Mayor Brauninger congratulated the Lions and also the Huntsville Hornets, who are proceeding to the state quarterfinals this
week.
ADJOURNMENT
Mayor Brauninger adjourned the meeting without objection at 6:13 p.m.
