RESOLUTION NO. 86- 2
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE,
TEXAS, REVISING RESOLUTION 82-6, CREATING A PARKS ADVISORY BOARD,
TO PROVIDE A MORE ORGANIZED OPERATIONAL SYSTEM.
WHEREAS the Huntsville City Council is aware and concerned about the
recreational facility needs of the citizens of the community of
Huntsville and desires to devote the necessary attention to the
existing facilities to assure their continued optimum service to the
recreation of its citizens; and
WHEREAS the Mayor and City Council are of the opinion that citizen input
would be a great asset to their delivery of these services and that it
would be advantageous to create a Parks Advisory Board for the City of
Huntsville; and
WHEREAS the City Council created a Parks Advisory Board by Resolution No.
82-6; and
WHEREAS the City Council now desires to revise the original resolution to
provide a more organized operational system;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that:
Section 1: There shall be a City Parks Advisory Board consisting of seven
members appointed by the Mayor with approval of Council and one
permanent member. The permanent member shall be the Superintendent of
Schools for the Huntsville Independent School District or a designated
representative of the Superintendent. The seven appointed members
shall be appointed during the month of January. Each member shall be
a resident of the City.
Section 2: The members of the Board shall be identified by place numbers
one (1) through eight (8). Places one (1), two (2), and three (3)
shall be appointed for a term of three years; places four (4) and
five (5) shall be appointed for a term of two years, and places six
(6) and seven (7) shall be appointed for a term of one year.
Thereafter, all members shall be appointed for a term of three years.
Position 8 shall be permanently reserved for the Superintendent of
Schools.
Section 3: Should a vacancy occur, the Mayor, with approval of Council,
shall appoint a person to complete the unexpired term of such
position.
Section 4: The Board shall hold at least one regular meeting every three
months (each quarter) beginning in January.

Section 5: The Board shall elect a Chairman who shall serve as presiding
officer for a period of one year. The Chairman shall vote in all
matters considered by the Board, but shall have no veto power.
Section 6: Any four (4) "voting members" of the Board present shall
constitute a quorum to conduct business.
Section 7: The Director of Planning shall serve as ex officio secretary of
the Board and shall keep minutes, books, files and other records of
the Board and perform such other duties as are incidental to the
office.
Section 8: The responsibilities of the Parks Advisory Board shall be as
follows:
(1) The Board shall advise the City on the needs of the parks
facilities and make suggestions for the future development of the
parks and recreation system of the City.
(2) The Board shall perform other duties that may be specifically
assigned to it by the City that may have a bearing on the
development and operation of the parks and recreational system of
the City.
Section 9: This resolution shall take effect immediately upon its adoption
by the City Council.
