A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, CREATING A SISTER CITY COUNCIL.
WHEREAS The City of Huntsville is currently a member of Sister Cities International and is a
current Sister City with Niiharu Village, Japan, and is one of over 1200 United States
cities that are paired with over 1900 partner cities in 122 nations around the globe;
and
WHEREAS The City Council is interested in enriching the experience of living in Huntsville and
fostering and promoting good will between the people of the City of Huntsville and
the people of Niiharu Village, Japan or other similar cities; and
NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that:
SECTION 1: There shall be a Sister City Council consisting of seven (7) residents appointed by
the Mayor with approval of Council. The seven appointed members shall be
appointed during the month of October. Each member shall be a resident of the City.
SECTION 2: The members of the Council shall be identified by place numbers one (1) through
seven (7). Places one through three will be appointed for a term of one year, and
places four through seven will be appointed for a term of two years. Thereafter, all
members shall be appointed for a term of two years.

Should a vacancy occur, the Mayor, with approval of Council, shall appoint a person
to complete the unexpired term of such position.
The Sister City Council shall hold at least one regular meeting every three months
(each quarter) beginning in October.
The Sister City Council shall elect a Chairman who shall serve as presiding officer
for a period of one year. The Chairman shall vote on all matters considered by the
Board, but shall have no veto power.
Any four (4) voting members of the Council present shall constitute a quorum to
conduct business.
The City Manger or his designee shall serve as ex- officio secretary of the Council
and shall keep minutes, books, files, and other records of the Council and perform
such other duties as are incidental to the office. The President of Sam Houston State
University or a designed representative of the President, and the HISD
Superintendent or a designated representative of the Superintendent shall also serve
as ex- officio members..
SECTION 8: The responsibility of the Sister City Council shall be to advise and make
recommendations to the City Council on Sister City relationships.
SECTION 9: This resolution shall take effect immediately upon its adoption by City Council.

CITY OF HUNTSVILLE SISTER CITY PROGRAM
Mission: To enrich the experience of living in Huntsville
and to foster and promote goodwill between the people of our
Sister City.
Purpose: Citizen Diplomacy. Nothing can match the personal
contact that results from the uniqueness of the one on one
exchange between the citizens of Sister Cities. As the
world becomes smaller with each passing day the exposure to
other cultures by Huntsville Citizens, especially the
children, will have a lasting effect on the lives of the
people involved.
History: The Sister City movement began in 1956 when
President Dwight D. Eisenhower proposed the people -to- people
program at a White House Conference. Originally housed-as
part of the National League of Cities, Sister Cities
International became a separate organization in 1967 due to
the tremendous growth and popularity of the program. We are
proud that the City of Huntsville is now a member of Sister
Cities International. Huntsville is currently a Sister City
with Niiharu Village Japan and is one of over 1200 U.S.
Cities that are paired with over 1900 partner cities in 122
nations around the globe.
The following recommendations are made:
Structure: A Sister City Council be established. No more
than ten City residents for 2 year terms appointed by the
Mayor and City Council. The volunteers who serve on this
council should be aware of the "time commitment" involved,
especially when a foreign delegation visits Huntsville. A
larger group of volunteers who assist the council in it's
hosting duties should be recognized as "Ambassadors" for our
City. It should be noted an important aspect of our Sister
City Program is "Host Families ". This program is one of the
very few areas where a city government can actually involve
entire families as community volunteers. The program adds a
unique aspect to living in Huntsville.
Funding; The funding received this year from the City
should continue at the same level for the next fiscal year.
The basic funding from the City will allow the program to
exist at current level. As a "learning curve" takes place
the program will be able to develop and grow with grants and
sponsors.

Notes:
The summer of 1998 will be Huntsville's year to send a
student delegation to Niiharu Village, Japan.
The Niiharu Village Delegation of four adults who came for
the Trade Expo in March 97 considered the event an
outstanding success. In all likelyhood they will wish to
send another delegation in the spring of 98.
Budget request - $5,000
Estimated expenses:
Dues, Sister City International
Hosting spring adult delegation
Postage, misc.
Student scholarships ($450 each)
to help cover plane fare of
approximately $1100 per ticket for
5 students & 2 chaperons, Requirment
that these recipients be Huntsville
residents.
