MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 5 TH DAY OF JANUARY 2018, IN THE
CITY HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 3:30 P.M.
The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Andy Brauninger, Joe Emmett, Tish Humphrey, Ronald Allen, Joe P. Rodriquez, Paul
Davidhizar, Tyler McCaffety, Clyde D. Loll
COUNCILMEMBERS ABSENT: Keith D. Olson
OFFICERS PRESENT: Matt Benoit, City Manager; Lee Woodward, City Secretary
MAIN SESSION \[6:00 p.m.\]
1. CALL TO ORDER – Mayor Brauninger called the meeting to order at 3:31 p.m.
2. INVOCATION AND PLEDGES
U.S. Flag
Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible.
Mayor Brauninger led the pledges and gave the invocation.
3. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code Chapter 551, Section 551.074
- personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee, concerning an interim City Manager.
The Council adjourned to Executive Session at 3:33 p.m.
4. RECONVENE
The Council reconvened at 7:13 p.m. Mayor Brauninger noted the Council conducted a lengthy and difficult process to position
the City with an Interim City Manager and said how fortunate he felt the City was to have such high-quality employee candidates
to consider. He thanked them and the Council. Councilmember Loll moved to authorize the Mayor to negotiate with Aron Kulhavy
to serve as the Interim City Manager to begin February 16, 2018, and for the City Council to consider an employment agreement
for these services at the January 16 City Council meeting; the motion was seconded by Councilmember Rodriquez.
Councilmember Davidhizar moved to amend by inserting “the current City Manager be involved in the negotiation of the
employment agreement” after “2018”; the motion was seconded by Councilmember Humphrey. The amendment was adopted,
7-1, Councilmember Allen voting against. Councilmembers thanked the candidates for their applications, time, and their
qualifications, and thanked City Manager Matt Benoit for his service and assistance in this process. The amended main motion
was adopted, 8-0.
10. ADJOURNMENT
Mayor Brauninger adjourned the meeting without objection at 7:20 p.m.
