MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 1 st DAY OF MAY 2018, IN THE CITY
HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 6:00 P.M.
The Council met in a regular session with the following:

CALL TO ORDER – Mayor Brauninger called the meeting to order at 6:01 p.m.

Councilmember Rodriquez gave the invocation. Students of the 2018 Youth Leadership Institute led the pledges.

2. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent
Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may
be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member
of Council.)
a. Approve the minutes of the City Council meeting held on April 17. \[Lee Woodward, City Secretary\]
b. Adopt Ordinance 2018-16, to change the Development District Classification of Sections 1 and 2 of Brookview
Subdivision, located in the 1000 Block of State Highway 75 North, from Management to Neighborhood Conservation,
second reading. \[Janet Ridley, Interim City Planner\]
c. Adopt Ordinance 2018-15 to suspend the Gas Reliability Infrastructure Program (GRIP) rates proposed by
CenterPoint Energy, second reading. \[Leonard Schneider, City Attorney\]
Item b was pulled by the Interim City Manager for separate consideration. Mayor Pro Tem Olson moved to approve consent
items a and c; the motion was seconded byCouncilmember Loll. The motion was approved, 8-0.
Councilmember Humphrey moved item b, to adopt Ordinance 2018-16, to change the Development District Classification of
Sections 1 and 2 of Brookview Subdivision, located in the 1000 Block of State Highway 75 North, from Management to
Neighborhood Conservation; the motion was seconded by Councilmember McCaffety. The City Attorney noted an update in
the sixth Whereas section to substitute “a public hearing on April 17, 2018 and May 1, 2018” with “a public hearing and first
reading on April 17, 2018,”. Debra Durda offered public comment. The motion was approved, 8-0.
3. STATUTORY AGENDA
a. Presentation, discussion, public comment, and possible action to consider authorizing the Interim City Manager to
award a contract for the construction of 2016 Bond Proposition 3 – A. J. Brown Wastewater Treatment Plant (WWTP)
Rehabilitation Project – Project No. 17-01-02.1, second reading. \[Y. S. “Ram” Ramachandra, City Engineer\]
Councilmember Rodriquez moved to authorize the Interim City Manager to award the construction contract to Gracon
Construction, Inc., in the amount of $20,785,247.00, contingent upon funds becoming available on or about June 5, 2018,
from the 2018 Water and Sewer Revenue Bonds, for the 2016 Bond Proposition 3 – A. J. Brown Wastewater Treatment Plant
(WWTP) Rehabilitation Project – Project No. 17-01-02.1; the motion was seconded by Councilmember Humphrey. The
motion was approved, 8-0.
b. Presentation, public comment, discussion, and possible action to consider authorizing the Interim City Manager
and the City Attorney to execute all documents necessary to purchase the property ID 13951, in an amount not to
exceed $998,000, and adopt Ordinance 2018-13 to approve the related budget amendment, second reading. \[Aron
Kulhavy, Interim City Manager\]
Councilmember McCaffety moved to authorize the Interim City Manager and the City Attorney to execute all documents
necessary to purchase the property ID 13951, in an amount not to exceed $998,000, and adopt Ordinance 2018-13 to
approve the related budget amendment; the motion was seconded by Mayor Pro Tem Olson and Councilmember Allen. The
motion was approved, 8-0.
4. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, discussion, public comment, and possible action to consider adopting Ordinance 2018-17 with respect
to a Master Ordinance establishing the City of Huntsville, Texas, Utility System Revenue Financing Program. \[Steve
Ritter, Finance Director\]
Councilmember Humphrey moved to adopt Ordinance 2018-17, the Master Ordinance establishing the City of Huntsville,
Texas, Utility System Revenue Financing Program; the motion was seconded by Mayor Pro Tem Olson. The motion was
approved, 8-0.
b. Presentation, discussion, public comments, and possible action to consider adopting Ordinance 2018-18 with
respect to a First Supplemental Ordinance to the Master Ordinance establishing the City of Huntsville, Texas, Utility
System Revenue Financing Program, relating to the issuance by the City of Water and Wastewater System Revenue
Bonds, Series 2018. \[Steve Ritter, Finance Director\]
Councilmember Rodriquez moved to adopt Ordinance 2018-18, the First Supplemental Ordinance to the Master Ordinance
establishing the City of Huntsville, Texas, Utility System Revenue Financing Program relating to the issuance of the Series
2018 Water and Wastewater System Revenues Bonds, for such purposes as authorized by the voters in Proposition 3 at the
November 2016 bond election; the motion was seconded by Councilmember Loll. Boyd London and Spencer Day of Hilltop
Securities provided information on the morning’s bid process and result. The motion was approved, 8-0.
c. Presentation, discussion, public comments, and possible action to consider adoption of Ordinance 2018-19 to
amend the budget for FY 17-18. \[Steve Ritter, Finance Director\]
Councilmember Loll moved to adopt Ordinance 2018-19 to amend the budget for FY 17-18; the motion was seconded by
Councilmember McCaffety. Finance Director Steve Ritter noted the August 2018 interest payment amount in Exhibit A to the
ordinance would be lowered from $526,742 to $353,814. The motion was approved, 8-0.
5. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be
taken.
None were received by noon on Tuesday, April 24, 2018.
6. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
There were no inquiries.
7. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for
which no action will be discussed or taken.)
Councilmember Humphrey shared that Relay for Life has long been an annual occurrence in Huntsville, but an organized event
will not be held here this year. Laura Green at the Chamber of Commerce and her husband Glen created the Walker County
Walkers and have teamed up with the Conroe Relay being held on Friday, May 4, to represent Huntsville well! Wiesner, All-
Temp, H-E-B, Huntsville Rental Center, Learning Rx, McGilberry Mechanical, Northside Baptist Church, Cyclone Graffix, and
Cork & Canvas are already on board to make their booth amazing. To co-sponsor, donate, or join them to walk, call Laura at

Councilmember Rodriquez encouraged citizens to explore all the unique shops in downtown Huntsville and taste some of the
best wine from across the Lone Star State at Wine Down, Shop Small on May 3, from 5-9 p.m., for an unforgettably fun evening.
Tickets are available now from participating downtown merchants for $25.
Councilmember Loll said the National Fire Protection Association and State Farm Insurance awarded the City of Huntsville $500
in support of the Wildfire Community Preparedness Day. A picnic will be held from 10 a.m. to 2 p.m. Saturday, May 5, at Fire
Station #2, next to Taco Bell, in celebration of the day. There will be free hot dogs and refreshments during the event.
Mayor Pro Tem Olson said the City of Huntsville has made the Brand Review questionnaire available online. The form allows
citizens the chance to voice their thoughts. All submissions are anonymous. The form can be found at
HuntsvilleTX.gov/BrandQuestionnaire
Councilmember Emmett announced the HuntsvilleAquatic Center is offering summer swimming lessons, from June 11 through
August 3. The lessons are broken into four sessions and by age division. There is limited space available. To register, call 936-
291-5433.
Councilmember Allen announce that the Huntsville Public Library is offering free cellphone classes, at 10:30 a.m. Tuesdays. The
lessons will include fundamental use of smartphones, and is designed for 17 years or older. Register at myHuntsvilleLibrary.com.
Councilmember McCaffety noted former SHSU defensive tackle P. J. Hall had been drafted by the Oakland Raiders.
8. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551, Section
551.074 - personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline,
or dismissal of a public officer or employee, regarding the Interim City Manager, Aron Kulhavy. \[Mayor Brauninger\]
The Council adjourned to Executive Session at 7:11 p.m.
9. RECONVENE
a. Take action on Executive Session items, if necessary.
The Council reconvened at 8:13 p.m.
10. ADJOURNMENT
Mayor Brauninger adjourned the meeting without objection at 8:13 p.m.
