Citizen Comments: State law provides that members of the public may speak before the City Council on an item of
business. The speaking time is generally limited to three minutes per person, but may be reduced depending on the
number of speakers. If you wish to speak, please complete a public comment card found at the entrance of the
meeting room. City Council members are not obligated to respond to comments.

CALL TO ORDER I would like to welcome everyone to this duly called meeting of the Huntsville City
Council, being held on the 7th day of July at 448 SH75 N Huntsville, Texas. I attest that this meeting room is
open and accessible to members of the public.

1. CONSENT AGENDA
The presiding officer will call for public comments before action is taken on these items. (Approval of
Consent Agenda authorizes the City Manager to implement each item in accordance with staff
recommendations. An item may be removed from the Consent Agenda and added to the Statutory Agenda
for full discussion by request of a member of Council.)
a. Consider approving the Minutes from the June 16, 2026, Regular City Council Meeting.

c. Consider approving the Huntsville Housing Authority Five-Year Action Plan.

d. Consider Resolution No. 2026-23 authorizing the submission of an application to the Texas Historical
Commission's Texas Preservation Trust Fund Grant Program in an amount not to exceed $65,000 for
the Wynne Home Porch Preservation Planning Project and designating the City Manager to accept the
grant, if awarded.

e. Consider Resolution No. 2026-24 authorizing submission of an application to the U.S. Department of
Housing and Urban Development's Automated Permitting Systems Demonstration Program in an
amount not to exceed $1,500,000 and authorizing the City Manager to act as the City's Authorized
Representative and accept the grant, if awarded.

f. Consider authorizing the City Manager to approve a change order to O&J Coatings, Inc. for additional
work performed on the Two Million Gallon Elevated Storage Tank Project at the Palm Street Water
Plant.

a. Consider adoption of Ordinance 2026-18, to amend the budget for FY 25-26 and/or CIP Project
Budgets.

b. FIRST READING - Consider authorizing the City Manager to enter into a contract with McKinney
& Moore of Texas, LLC to rehabilitate the Chlorine Building at the AJ Brown Wastewater Treatment
Facility (WWTF).

*If during the course of the meeting and discussion of any items covered by this notice, City Council
determines that a Closed or Executive session of the Council is required, then such closed meeting will be held
as authorized by Texas Government Code, Chapter 551, Section 551.071 – consultation with counsel on legal
matters; 551.072 – deliberation regarding purchase, exchange, lease or value of real property; 551.073 –
deliberation regarding a prospective gift; 551.074 – personnel matters regarding the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; 551.076 –

implementation of security personnel or devices; 551.087 – deliberation regarding economic development
negotiation; Sec. 551.089 - deliberation regarding security devices or security audits; and/or other matters as
authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the
Texas Government Code as set out above, the City Council will reconvene in Open Session to take action, if
necessary, on the items addressed during Executive Session.
