a. Consider approving the Minutes from the October 21, 2025, Regular City Council Meeting.

b. Consider adopting Ordinance No. 2025-35, Ordering a Municipal Runoff Election to be held on
December 13, 2025, for the purpose of electing a Ward One Councilmember to serve a three-year
term.

c. Consider approving the 2025 Election Services Contract with Walker County for the Runoff Election
to be held on December 13, 2025, for the purpose of electing a Ward One Councilmember to serve a
three-year term.

d. Consider adopting Resolution No. 2025-38, authorizing the City’s application to the U.S. Department
of Justice, Bureau of Justice Assistance, FY2025 Bulletproof Vest Partnership (BVP) Grant Program,
and acceptance of funds if awarded.

e. Consider adopting Resolution No. 2025-37, authorizing submission of an application to the Office of
the Governor, Public Safety Office (PSO), for the FY2026 Bullet-Resistant Components for Law

f. Consider adoption of Resolution No. 2025-39 authorizing the City of Huntsville to accept FEMA
Public Assistance (PA) funds awarded under Disaster Declaration DR-4781-TX (Severe Storms,
Straight-Line Winds, Tornadoes, and Flooding) and authorizing the City Manager to execute all
related documents.

g. Consider adoption of Resolution No. 2025-40 authorizing the City of Huntsville to accept FEMA
Public Assistance (PA) funds awarded under DR-4798-TX (Hurricane Beryl) and authorizing the City

h. Consider authorizing the City Manager to approve a contract for the replastering of the competition

2. STATUTORY AGENDA
a. First Reading - Consider adoption of Ordinance 2025-32 to amend Chapter 2, Administration, Article
I. In General, Sec. 2-2, and Article IV. Purchasing Procedures, Sec. 2-91 of the City of Huntsville
Code of Ordinances

b. First Reading - Consider acceptance of a grant in the amount of $4,500,000.00 award from GLO,
CDBG-DR adopting Resolution 2025-43 and designating the City Manager as the Authorized

Representative to execute all contract documents. The City will be responsible for a 10% match
amount of $450,000.00 for the MLK Street Improvement.

c. First Reading - Consider acceptance of a grant award in the amount of $1,099,500.00 from GLO,
CDBG-MIT funds adopting Resolution 2025-42 and designating the City Manager as the Authorized
Representative to execute all contract documents. The City will be responsible for a 0% match
amount of $0.00 for the Autumn Road Flood and Drainage Project.

d. First Reading - Consider authorizing the City Manager to enter into an agreement with Garver USA
for professional engineering services for the FY 24-25 CIP Project # 10, AJ-11 Basin Gravity Line
Rehabilitation Project.

determines that a Closed or Executive session of the Council is required, then such closed meeting will be held
as authorized by Texas Government Code, Chapter 551, Section 551.071 – consultation with counsel on legal
matters; 551.072 – deliberation regarding purchase, exchange, lease or value of real property; 551.073 –
deliberation regarding a prospective gift; 551.074 – personnel matters regarding the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; 551.076 –
implementation of security personnel or devices; 551.087 – deliberation regarding economic development
negotiation; Sec. 551.089 - deliberation regarding security devices or security audits; and/or other matters as
authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the

Texas Government Code as set out above, the City Council will reconvene in Open Session to take action, if
necessary, on the items addressed during Executive Session.
