(Approval of Consent Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. Consider adopting Resolution No. 2025-29, ratifying the submission of the City of Huntsville's Application to the U.S. Department of Transportation Build America Bureau's Rural and Tribal Assistance Pilot Program and authorizing the acceptance of grant funds if awarded. Consider adopting Resolution No. 2025-31 - authorizing the City Manager to execute the Texas Department of Transportation Reimbursable Grant Agreement for the FY2026 Routine Airport Maintenance Program (RAMP) at Huntsville Municipal Airport. Consider adopting Ordinance No. 2025-26 adopting the Tax Rate of $0.3475 per $100 valuation, approving both components; one component being M&O at $0.3051 and the other component being Debt Service at $0.0424 and levying taxes for the City of Huntsville for the FY 2025-26. Consider approving a local bank as the City's depository bank and authorizing the City Manager to sign the contract for banking services with the bank for a term of up to five (5) years, commencing on October 1, 2025, and ending September 30, 2030. ADJOURNMENT *If during the course of the meeting and discussion of any items covered by this notice, City Council determines that a Closed or Executive session of the Council is required, then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 – consultation with counsel on legal matters; 551.072 – deliberation regarding purchase, exchange, lease or value of real property; 551.073 – deliberation regarding a prospective gift; 551.074 – personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; 551.076 – implementation of security personnel or devices; 551.087 – deliberation regarding economic development negotiation; Sec. 551.089 - deliberation regarding security devices or security audits; and/or other matters as authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the Texas Government Code as set out above, the City Council will reconvene in Open Session to take action, if necessary, on the items addressed during Executive Session.
