a. Public Hearing on Ordinance 2025-19, amending the Huntsville Municipal Code, Chapter 46
“Utilities” Article IV “Stormwater Utility System” Division 3, “Stormwater Utility Fees”.

1. CONSENT AGENDA
The presiding officer will call for public comments before action is taken on these items. (Approval of
Consent Agenda authorizes the City Manager to implement each item in accordance with staff
recommendations. An item may be removed from the Consent Agenda and added to the Statutory Agenda
for full discussion by request of a member of Council.)
a. Consider approving the Minutes from the July 15, 2025, Regular City Council Meeting.

b. Consider adopting Ordinance No. 2025-21, Ordering a Municipal Election to be held on November 4,
2025, a General Election to elect the Mayor at-large and a Councilmember from each of the four (4)
Wards to serve three-year terms.

c. Consider approving the 2025 Election Services Contract and Joint Election Agreement with Walker
County for the November 4, 2025, General Election for the purpose of electing a Mayor at-large and
four (4) Ward Councilmembers to serve three-year terms and any Special Election that may be called
by the City.

d. Consider adopting Resolution No. 2025-27 approving an exception to permit, during calendar year
2025, the refinancing of the financing of a Qualified Project, the last improvement of which was
finally installed within the three (3) year period prior to the application to the Authorized
Representative of the 2025 City of Huntsville PACE Program.

e. Consider the approval of the Quarterly Investment Reports for the First Quarter ending 03/31/2025
and the Second Quarter ending 06/30/2025.

6. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551,
Section 551.071, to receive legal advice - Internment on public land and cemeteries.

b. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551,
Section 551.071 to receive legal advice on authorizing the release of +/- 57.162 acres, parcel numbers
19825 and 24381 from the City of Huntsville Extra Territorial Jurisdiction (ETJ) pursuant to Senate
Bill 2038 enacted during the 88th Texas Legislative Session and current legal action filed by other
Cities.

*If during the course of the meeting and discussion of any items covered by this notice, City Council
determines that a Closed or Executive session of the Council is required, then such closed meeting will be held
as authorized by Texas Government Code, Chapter 551, Section 551.071 – consultation with counsel on legal
matters; 551.072 – deliberation regarding purchase, exchange, lease or value of real property; 551.073 –
deliberation regarding a prospective gift; 551.074 – personnel matters regarding the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; 551.076 –
implementation of security personnel or devices; 551.087 – deliberation regarding economic development
negotiation; Sec. 551.089 - deliberation regarding security devices or security audits; and/or other matters as
authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the
Texas Government Code as set out above, the City Council will reconvene in Open Session to take action, if
necessary, on the items addressed during Executive Session.
