1. CONSENT AGENDA
The presiding officer will call for public comments before action is taken on these items. (Approval of
Consent Agenda authorizes the City Manager to implement each item in accordance with staff
recommendations. An item may be removed from the Consent Agenda and added to the Statutory Agenda
for full discussion by request of a member of Council.)
a. Consider approving the Minutes from the June 17, 2025, Regular City Council Meeting.

b. Consider adopting Resolution No. 2025-21 of the City Council of the City of Huntsville, Texas,
authorizing the submission of a grant application to the Firehouse Subs Public Safety Foundation for
funding an amount not to exceed $40,000.00 to acquire a dedicated water rescue boat.

c. Consider authorizing the City Manager to award a construction contract for enclosing two bays of the
Fleet Services Building.

2. STATUTORY AGENDA
a. Consider adopting Ordinance No. 2025-17 Authorizing the Issuance of the City of Huntsville, Texas
Combination Tax and Revenue Certificates of Obligation, Series 2025, for Stormwater Drainage
Projects

b. First Reading - Consider adopting Resolution No. 2025-22 authorizing the City Manager to apply for
and accept, if awarded, funding under the Texas General Land Office (GLO) Community
Development and Revitalization Department which oversees the administration of Community
Development Block Grant Disaster Recovery (CDBG-DR) funds provided by the US Department of
Housing and Urban Development (HUD) in the amount of $3,500,000.00 for the erosion mitigation
downstream of the Dawson Lake Dam.

c. First Reading - Consider adopting Resolution No. 2025-23 authorizing the City Manager to apply for
and accept, if awarded, funding under the Texas General Land Office (GLO) Community
Development and Revitalization Department, which oversees the administration of Community
Development Block Grant Disaster Recovery (CDBG-DR) funds provided by the US Department of
Housing and Urban Development (HUD) in the amount of $5,500,000.00 for the Town Creek Master
Drainage Plan and Design of Drainage Projects in the watershed.

d. First Reading - Consider adopting Resolution No. 2025-24 authorizing the City Manager to apply for
and accept, if awarded, funding under the Texas General Land Office (GLO) Community
Development and Revitalization Department, which oversees the administration of Community
Development Block Grant Disaster Recovery (CDBG-DR) funds provided by the US Department of
Housing and Urban Development (HUD) in the amount of $4,500,000.00 with the City’s 10% match
amount of $450,000.00 for the MLK Street Improvements.

e. Consider adopting Resolution No. 2025-25 authorizing the City Manager to apply for and accept, if
awarded, funding under the 2025 Transportation Alternatives Set-Aside (TA) Program, Texas
Department of Transportation, in the amount of $4,594,000.00 for the Sycamore Avenue Project.

f. Consider action to waive interest or any other additional charges on the invoice for demolition at 122
Johnson Road so that $1,525.00 can be paid and the property lien removed.

with KSA Engineering for aviation engineering services for the Huntsville Municipal Airport.

Section 551.071, to receive legal advice on claims by Frost Construction Company, Inc. regarding
Service Center Expansion & Renovation.

*If during the course of the meeting and discussion of any items covered by this notice, City Council
determines that a Closed or Executive session of the Council is required, then such closed meeting will be held
as authorized by Texas Government Code, Chapter 551, Section 551.071 – consultation with counsel on legal
matters; 551.072 – deliberation regarding purchase, exchange, lease or value of real property; 551.073 –
deliberation regarding a prospective gift; 551.074 – personnel matters regarding the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; 551.076 –
implementation of security personnel or devices; 551.087 – deliberation regarding economic development
negotiation; Sec. 551.089 - deliberation regarding security devices or security audits; and/or other matters as
authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the
Texas Government Code as set out above, the City Council will reconvene in Open Session to take action, if
necessary, on the items addressed during Executive Session.
