CITY OF HUNTSVILLE
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS,
AMENDING THE 2000 HOME PROGRAM GUIDELINES FOR THE OWNER -
OCCUPIED HOUSING . REHABILITIATION PROGRAM AND AUTHORIZING THE
MAYOR TO ACT AS THE CITY'S CHIEF EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE PROGRAM.
WHEREAS, the City Council of the City of Huntsville desires to develop a viable urban
community, induding decent housing and a suitable living environment principally for
persons of low and moderate income; and
WHEREAS, the City now desires to amend the guidelines operating its Owner -
Occupied Housing Assistance Program for clarification and to correspond to the
application filed and now funded under the HOME Program;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS:
1. That under "Type Of Financial Assistance" for rehabilitiation projects, the
maximum amount of HOME assistance to be provided to an applicant, shall
be rehabilitation cost + fifteen percent (15) contingency or Twenty -five
Thousand ($25,000)
2. That the 'Priority Rating System" will be deleted and replaced with the
following:
Priority will be given to applicants on the existing waiting list whose
cases were previously deferred due to either feasibility issues
(reconstruction needed) or lack of funds. Applicants on these waiting
lists will be taken in rank order but subject to the more limited eligibility
requirements of the City's 2000 HOME Program with candidates for
reconstruction given first priority. If the City is unable to exhaust its
2000 HOME allocation from established waiting lists, the City will
employ a first -come, first -serve policy for new applicants following a
period of program publicity.
Special preference will be given to Special Needs population groups
including elderly (62 years old or older), persons with disabilities, and
persons with HIV /AIDS.
