A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS
AUTHORIZING A "CONSENT AGENDA" AS PART OF ITS AGENDA FOR REGULAR
MEETINGS OF THE CITY COUNCIL; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, many items are presented to the City Council at its regular meetings that do not
require discussion before action by the Council; and
WHEREAS, the regular meetings of the City Council would be more efficient if such items
were placed on a "Consent Agenda" and adopted upon a single motion; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS,
that:
SECTION 1: The City Manager may submit all new items of business as a "Consent
Agenda," which may contain one or more ordinances, resolutions, or matters incorporated in a single
motion as part of the regular agenda or matters to be considered by City Council. Each item on the
Consent Agenda shall be separately identified and designated. No item may be considered as part
of the Consent Agenda unless it has been publicly posted and submitted to council members at least
72 hours in advance of the scheduled time for the council meeting.
Prior to the consideration of the Consent Agenda at the council meeting, the Mayor or City
Secretary shall read each item listed on the Consent Agenda. The Mayor shall then ask if any
council member desires to remove an item from the Consent Agenda. Any council member may
request the deletion of one or more items from consideration as part of the Consent Agenda. The
making of such a request shall have the effect of removing the matter from the Consent Agenda
without any further council action, and any matter so deleted cannot thereafter be considered as part
of the Consent Agenda. An item listed on the Consent Agenda shall not be discussed unless it is
deleted from the Consent Agenda.
After the deletion of any items by council members, the Mayor shall ask for a motion
approving the consent agenda. Once a motion approving the Consent Agenda is made and duly
seconded, the Council votes on the motion without any discussion. Only one vote shall be taken on
all items remaining on the Consent Agenda; however, the City Secretary shall record such vote as
the vote on each separate item within the Consent Agenda.
After the approval of the Consent Agenda, the City Council shall individually consider the
deleted items in the order that they appear on the agenda.
SECTION 2: This Resolution shall become effective from and after the date of its passage
and shall be implemented at the first regular meeting of the City Council after the date of its passage.
