A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS,
DECLARING THE COUNCIL'S ASSISTANCE IN SUPPORTING THE PASSAGE OF
LEGISLATION TO ASSIST COUNTIES MEETING CERTAIN CRITERIA WITH
ECONOMIC DEVELOPMENT GRANTS; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Texas Workforce Commission finds that 56% of the workforce within
Walker County is employed by a government agency; and
WHEREAS, 17.4% of the land within Walker County is owned by the state and federal
government; and
WHEREAS, greater than 30% of the value of all property within the City of Huntsville
is owned by the State of Texas or other non-profit bodies; and
WHEREAS, economic development traditionally relies upon its major employers; and
WHEREAS, the major employers are state agencies; and
WHEREAS, the City of Huntsville has asked State Representative Lois Kolkhorst to
sponsor legislation offering transitional assistance with state purchasing practices and grants;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, that:
SECTION 1: State Representative Lois Kolkhorst is requested to file legislation
amending Section 380 and Section 2306 of the Texas Government Code.
SECTION 2: The City Council pledges its assistance in supporting the passage of
legislation including meeting with impacted counties, testimony and written, supportive material.
