A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE
SUBMISSION OF A TEXAS PARKS AND WILDLIFE COMMUNITY OUTDOOR OUTREACH PROGRAM
(COOP) GRANT,AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER
AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION
IN THE TEXAS PARKS AND WILDLIFE COOP PROGRAM.
WHEREAS the City desires to develop a healthy community for all citizens, and providing programs for
our children to become engaged in outdoor activates bring about lifelong healthy lifestyles;
and
WHEREAS it is necessary and in the best interest of the City to apply for funding under the Texas Parks
and Wildlife Community Outdoor Outreach Program.
NOW,THEREFORE,be it resolved by the City Council of the City of Huntsville,Texas,that:
SECTION 1: A grant application is hereby authorized to be filed on behalf of the City and be placed in
competition for funding under the Texas Parks and Wildlife Community Outdoor Outreach
Program.
SECTION 2: The application will be no more than$50,000 of grant funds.
SECTION 3: The City shall contribute up to $10,000 (20%) in the form of in-kind match for the purpose
of labor and volunteers for the program.
SECTION 3: The Mayor and City Council strongly support this application to address the community
health,well-being, and recreation needs for the citizens of Huntsville.
SECTION 5: The City Council directs and designates the City Manager, Bill Baine, as the City's Chief
Executive Officer and Authorized Representative, to act in all matters in connection with
this application and the City's participation in the Texas Parks and Wildlife Community
Outdoor Outreach Program.

Authorize the City Manager to enter into an agreement with the Texas Department of Housing
and Community Affairs to participate in the HOME Investment Partnership Program Reservation
System.

Background:
The Texas Department of Housing and Community Affairs has begun a Reservation system in
;addition to its traditional grants for dispersing funds for its HOME program. The City requested
to be considered for participation in this program. The program is to provide housing '
'reconstruction to low-income owner-occupied properties.

• The city is not obligated to a specific number of households to serve, but can serve as
many as we can
• There are no set benchmarks to achieve

Background:
Texas Parks and Wildlife offers a Community COOP grant for up to $50,000 twice a year to
:assist cities In funding parks programs that will engage citizens in nature. We currently have 3
programs that will utilize these funds during Summer 2011.
The City has several Parks and Recreation Programs that are designed to engage the public in
:outdoor activities. Currently these programs are limited in participation due to equipment and
:personnel. The Explorer Program is limited to 20 children, the Fish for a Day is limited to
approximately 200, and the Family Outing Program is limited to about 15.

. No match required, but will provide a minimum of 20% in-kind match to secure points
