A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE,TEXAS,
WAIVING THE CITY'S RIGHTS TO JUVENILE ACCOUNTABILITY INCENTIVE
BLOCK GRANT FUNDS; AND MAKING OTHER FINDINGS AND PROVISIONS
RELATED THERETO.
WHEREAS, the City of Huntsville is eligible to apply for$8,142 in Juvenile Accountability Incentive Block
Grant Funds(conditioned on a$905 match);and
WHEREAS, the City desires to waive its right to apply for a direct grant of funds,but would like to designate
Walker County as the recipient of the allocated amount;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE
NOW,THEREFORE, ,
TEXAS,that:
Section 1. The City of Huntsville waives it right to apply for a direct grant of funds in the amount of$8,142
under the Juvenile Accountability Incentive Block Grant Funds program.
Section 2. The City of Huntsville requests that Walker County receive the full amount of the funds waived
by the City.
Section 3. The City of Huntsville agrees to participate in the Juvenile Crime Enforcement Coalition created
by the county that is to receive the waived funds.
Section 4. The City of Huntsville designates its Mayor and City Manager as its representatives to serve on
the county's Juvenile Crime Enforcement Coalition.
Section 5: The City Secretary is directed to provide copies of this resolution to Walker County.
Section 6. This resolution shall take effect immediately.

Dear Sir or Madam,
This letter is notification for the availability of the application kit for the Juvenile Accountability
Incentive Block Grant (JAIBG). Over 200 local units of government are eligible to apply for these
funds. It :s important to note that there was an overall reduction of federal funds of 17%to Texas
for this coming grant year. Our office has been prcvided with the allocations necessary to
disperse these funds to your area. HUNTSVILLE CITY is eligible for: $8,142 with a (10%) match
of$905 makino the total project budget$9,046.
The deadline for an application submission sent directly to the Criminal Justice Division
is due on or before December 16, 2002. We would like to emphasize that this is not a
competitive application process however, you do need to apply. The funds have been designated
to your jurisdiction to aid in the reduction of juvenile crime. You will find the application kit and a
list of allocations on the main i Governor's Office web site: http://www.governor.state.tx.us.
R9view the guidelines and then convene your Juvenile Crime Enforcement Coalition (JCEC) to
approve a plan. If your jurisdiction is not able to utilize the funds you have two options:
1. You may return the funds to the State by signing the enclosed top portion of the
Waiver of Application form and sending it to the Governor's Criminal Justice Division.
2. Or you may designate a neighboring jurisdiction by signing the bottom portion of the
Waiver of Application form, providing the form to the waivee to turn in with the

We plan to use waived funds to support regional projects for jurisdictions that were not eligible

Eligible applicants for block grant funds may waive their right to apply for a direct grant of funds.
This can be done by waiving the funds or designating the funds. Please indicate below which
option the city or county wishes to choose to have the Authorized Official (the Mayor, City
Manager or County Judge) sign in the appropriate location. If there are any questions or if
assistance is needed, please call Sanzanna Lolis at 512-475-4832.
Please read the following carefully. Fill out the top or bottom waiver to waive
funds to CJD or to a jurisdiction.
Waive to CJD

It is understood that the Governor's Office Criminal Justice Division may use the funds earmarked for the
above jurisdiction to provide eligible services to combinations of local governments that are not eligible to
receive their own separate grant.
