AN ORDINANCE AMENDING CHAPTER 2, ADMINISTRATION ARTICLE II
EMPLOYEES, TO ALLOW CERTAIN VIDEO EQUIPMENT IN EMPLOYEE
GRIEVANCE APPEAL HEARINGS HELD OPEN TO THE PUBLIC; AND MAKING
OTHER PROVISIONS AND FINDINGS RELATED THERETO.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that:
Section 1: Chapter 2, Administration, of the Code of Ordinances of the
City of Huntsville, Texas, is hereby amended by the change of
Subsection (t) of Section 2 -21. Employee grievance appeals hearing
procedures. to read as follows:
(t) If the aggrieved employee so opts, the hearing shall be public.
Cameras, including television and motion picture cameras, may be
allowed in the hearing room while the hearing is in session;
provided, however, that cameras shall be permitted only in or behind
the public seating area and only without supplemental lighting. Media
personnel are welcome to attend all public hearings. Notwithstanding
the foregoing, in the case of dismissal grievances, the hearing shall
be transcribed on behalf of the parties by a court reporter whose
selection shall be authorized and approved by the city council. If
city council deems it necessary, any nondismissal case may be
electronically tape recorded or otherwise preserved by a person or
persons selected by and at the direction of city council. Each party
shall be responsible for the cost of the statement of facts if same
is ordered from the court reporter.
Section 2: This ordinance shall take effect immediately from and after its
adoption by City Council.
