AN ORDINANCE DECLARING AN EMERGENCY; AUTHORIZING
INSITUFORM GULF SOUTH TO DEWATER A TEN INCH SEWER LINE,
AND TO RECOMMEND REQUIRED REPAIRS; AND MAKING OTHER
PROVISIONS RELATED THERETO.
Be it ordained by the City Council of the City of Huntsville, Texas, that:
Section 1: The City Council determines and finds that an emergency situation
exists. An apparent failure in a ten inch sewer line under
Camellia Lake, a lake in the Elkins Lake Subdivision, was causing
excessive inflow at the City's N.B. Davidson sewer plant. In
order to reduce that inflow, the City's wastewater department has
plugged a sewer line and rerouted sewer flow by means of
overground lines and temporary pumps. It is necessary to repair
the sewer line as soon as possible in order to preserve and
protect the public health and safety, as well as to repair this
unforeseen damage to public property. Texas Local Gov't Code §
252.002.
Section 2: The City has received proposals from Insituform Gulf South to
determine where the sewer line is broken. and to recommend required
repairs.
Section 3: The City Council authorizes and directs the City Manager to enter
into a contract with Insituform Gulf South to determine where the
sewer line is broken and to recommend required repairs.
Section 4: This ordinance shall take effect immediately upon passage by City
Council.
