AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS,
GRANTING ADDITIONAL DUTIES TO THE CITY MANAGER BY AMENDING CHAPTER 2
"ADMINISTRATION" OF THE CODE OF ORDINANCES; ADDING A NEW SECTION 2 -5 TO
ARTICLE I; AND MAKING OTHER PROVISIONS RELATED THERETO.
WHEREAS the City of Huntsville has previously adopted "Employee Policies and Procedures" (hereinafter "Policy
Manual ") by Ordinance 2005 -17 and has previously adopted subsequent amendments to the Policy Manual;
WHEREAS the City Charter provides in Section 8.02 the Council may prescribe additional duties to the City
Manager;
NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, that:
Section 1: The facts and matters set forth in the preamble of this Ordinance are found to be true and correct
and are hereby adopted, ratified, and confirmed.
Section 2: Chapter 2 "Administration" of the Code of Ordinances is hereby amended by adding a new section
2 -5 under Article 1 "In General" as follows:
"Sec. 2 -5- Personnel Policies
In addition to, or pursuant to, the powers and duties granted by the City Charter, the city manager may, after ten
(10) days written notice and without objection from a Councilmember, adopt, modify and administer personnel
policies for city employees, subject to state and federal law and the provisions of the City Charter."
Section 3: The Current Policy Manual may be adopted or modified by the City Manager after ten (10)
business days written notice and without objection from a Councilmember.
Section 4: The objection from a Councilmember must be in conformance with Section 3.03(c) of City Council
Rules of Procedures.
Section 5: In the event a Councilmember objects to a proposed addition or revision to the Personnel Policies
and Procedures Manual and submits notice in conformance with Section 3.03(c) of City Council Rules of
Procedures, the City Manager may not approve the addition or revision unless or until there has been a majority
vote by the City Council.
Section 6: All ordinances or parts of Ordinances that are in conflict or inconsistent with the provisions of this
Ordinance shall be, and the same are hereby, repealed and all other ordinances of the City not in conflict with the
provisions of this Ordinance shall remain in full force and effect.
Section 7: This Ordinance becomes effective upon adoption.
