AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS AMENDING
TITLE 3, PART 3, IN GENERAL, ALLOWING THE CITY MANAGER TO APPROVE BUDGET
TRANSFER AND CONTINGENCY ALLOCATIONS NOT TO EXCEED $3,000; AND PART 4,
PURCHASING PROCEDURES, TO PERMIT THE CITY MANAGER TO APPROVE CERTAIN
CONTRACTS UP TO $15,000; AMENDING THE CITY'S FISCAL AND BUDGETARY POLICIES;
AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that:
SECTION 1: Title 3, Administration, of the Code of Ordinances of the City of Huntsville, Texas, Part
3.01.03 (Budget transfers and contingency allocations) is hereby amended to read:
Part 3.01.03 Budget Transfers and contingency allocations.
The city manager shall have the authority, without first obtaining approval from the city council, to approve
intrafund budget transfers and allocations from the budgeted contingency funds of the City of Huntsville
for amounts not to exceed three thousand dollars ($3,000.00) per transfer or allocation. A quarterly
report will be provided to the city council showing all budget transfers between divisions and all contingency
allocations processed.
SECTION 2: Title 3, Administration, of the Code of Ordinances of the City of Huntsville, Texas, Part
3.04.02 (Contracts approved by council) is hereby amended:
Part 3.04.02 Contracts approved by council.
A. All contracts for expenditures involving fifteen thousand dollars ($15,000.00) or more must be
expressly approved in advance by the City Council.
B. All contracts for expenditures involving three thousand dollars ($3,000.00) or more must be expressly
approved in advance by the City Council, if:
1. The expenditure is not budgeted; or
2. The city administration proposes to award the bid to other than the low bidder meeting specifications.
SECTION 3: The Fiscal and Budgetary Policies of the City, including V, D, City Manager's Authority to
Amend Budget, and E, Purchasing, as adopted by Ordinance 97 -26, are hereby amended
to the extent they are inconsistent with this ordinance.
SECTION 4: This ordinance will take effect immediately upon its adoption.
