AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, ORDERING A SPECIAL RUNOFF MUNICIPAL
ELECTION TO BE HELD ON THE 31ST DAY OF MAY, 2003, FOR THE
PURPOSE OF ELECTING ONE COUNCILMEMBER FROM WARD 1
AND ONE COUNCILMEMBER FROM WARD 2; PROVIDING FOR
ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER
OF HOLDING THE ELECTION; AND PROVIDING FOR THE POSTING
AND PUBLICATION OF THIS NOTICE.
SECTION 1: A special runoff municipal election of the City of Huntsville, prescribed by
Section 6.02 of the City Charter, shall be held between the hours of seven
(7:00) o'clock a.m. and seven (7:00) o'clock p.m. on the 31St day of May, 2003,
in the City for the purpose of election a Councilmember from Ward 1 and a
Councilmember from Ward 2. The candidates for Councilmember, Ward 1,
are Joe Emmett and Jim Willett, and the candidates for Councilmember,
Ward 2, are Mac Woodward and John Strickland.
SECTION 2: Ward 1 has the same boundaries as County election precinct 102. Ward 2 is
hereby divided into two (2) election precincts, each to have the same
boundaries as County election precinct numbers 201 and 206. The polling
place and election officials for these election precincts shall be as follows:

SECTION 3: This election shall be held in accordance with, and shall be governed by, the
Election Laws of the State of Texas. In all City elections, the Mayor, City
Secretary or City Council shall do and perform each act as in other elections
required to be done and performed, respectively, by the County Judge, the
County Clerk or the Commissioners' Court.
SECTION 4: One Councilmember shall be selected from Ward 1 by a majority of the
registered voters of the City registered in Ward 1 and voting in the runoff
election. One Councilmember shall be selected from Ward 2 by a majority
of the registered voters of the City registered in Ward 2 and voting in the
runoff election. The Councilmembers elected shall hold office for a period
of two (2) years.
SECTION 5: The Councilmembers shall be citizens of the United States, qualified voters of
the State of Texas, a resident within the present corporate limits of
Huntsville for at least twelve (12) months, reside in the ward in which they
are a candidate, and be current in payment of taxes and assessments due to
the City.
SECTION 6: The order in which the names of the candidates are to be printed on the
ballot shall be determined by a drawing of the City Secretary as provided by
section 52.094 of the Texas Election Code, after 24 hours posted notice.
The form of the ballot for the election shall be as follows:

SECTION 7: City Secretary Danna Welter is appointed as the Early Voting Clerk, and
City Hall

Huntsville, Texas 77340
is designated as the place for early voting for the election. The beginning
date of early voting shall be May 14, 2003, and the last day of early voting
shall be May 27, 2003. During the lawful early voting period, the early
voting clerk shall keep the place for early voting open for early voting from
8:00 a.m. to 5:00 p.m. on each day except Saturdays and Sundays, and official
state holidays.
SECTION 8: Diana Keough is appointed as the presiding judge of the early voting ballot
board and is directed to perform the duties required of such by Chapter 87 of
the Texas Election Code.
SECTION 9: The Mayor and City Secretary are directed to give notice of the election by:
a) publishing the notice at least ten (10) days before the election in the
newspaper (Huntsville City Charter section 6.02); and
b) posting at the City Hall bulletin board notice of the election at least fifteen
(15) days before the election (Texas Election Code section 2.026).
The Mayor and City Secretary shall file with the City Secretary a copy of the
notice as published, together with the name of the newspaper and the dates
of publication.
SECTION 10: This ordinance shall take effect immediately from and after its passage.
