MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 7TH DAY OF OCTOBER, 1988 IN THE CITY HALL COUNCIL
CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 1:00 P.M.
The Council met in an emergency meeting with the following members present:

Consider ordinance authorizina emergency repairs to the Spring Creek Water Storage Tank
Mr. Gene Pipes, City Manager, advised the Spring Creek water storage tank was constructed in the
early 1970's and has had no real maintenance since that time. He said when the contractor began cleaning
and sandblasting the ground storage tank, perforations began appearing in the tank. [it was noted
approximately $11,000 in structural repairs had to be made in the Palm Street storage tank last year.] Mr.
Pipes said this facility was originally designed to have two ground storage tanks done in a phase type
operation, but only one tank was ever built, so the city was never able to take it out of service to do
maintenance on it. Part of the problem is that this system pressures up on the lower end of the town and in
fact creates static pressure in the line by pumping against the head out on the Palm Street plant. He said
the hospital has experienced some severe water pressure problems when the Spring Creek Plant has been down
for electrical failures, etc., for short duration, so the city needed to work with them. He advised Mr.
Wilder, Director of Public Works, began last February writing the hospital to notify them we would be making
these maintenance repairs in the fall of 1988. He said the hospital was unable to get an on -line booster
pump installed until last week so there wasn't even an opportunity to drain the tank for inspection prior to
the work being bid out in the first place. He said when the contractor moved in last week, drained the tank
and stated work on it, the sandblasting revealed a tremendous deterioration of the structural members and
the entire roof of the tank itself. He said it didn't seem very practical to just paint over it or cover it
up as it would not last very long at all. At the same time, because the contractor is on site at the
present time, with all the scaffolding in place, etc., taking the 14 day standard bid period and taking bids
on the repair work that needs to be done will create a situation of an elongated postponement in being able
to return normal service. He said there is a possibility of the hospital experiencing some water pressure
shortages during that period of time.
He said the city has gone to the contractor on site and asked for his estimates of the work being
done, the type of work and the materials and labor set out for that type of work. He presented their
estimate in the form of two change orders: Change Order No. 1 for $39.607.50 for installation of new metal
roof Plates. set of 6 inch channel roof rafters 20 inch mushroom hot dip galvanized vent new center Dole
for roof rafters, an OSHA interior ladder, interior overflow Pipe cone dismantling of overflow Pipe flapper
and sandblasting and painting it, one week air compressor rental and new water indicator with stainless
steel cable and float: and Change Order No. 2 for $6.892 for installation of a 3611 walkway on three sides of
the aerator. two boxes on the aerator to drain excess water and a 24 inch hot dip galvanized man way door.
He said the bid seems to convey reasonable prices. He said the staff is satisfied it is all within a very
reasonable price range.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, DETERMINING THAT A PROCUREMENT
IS NECESSARY BECAUSE OF UNFORESEEN DAMAGE TO PUBLIC PROPERTY (THE SPRING LAKE WATER TANK);
AUTHORIZING NECESSARY CHANGE ORDER IN A CONTRACT FOR PAINTING AND REPAIR OF THE SPRING LAKE WATER
TANK TO SUCH DAMAGE; AUTHORIZING OTHER CHANGES TO THE CONTRACT AND MAKING OTHER FINDINGS AND
PROVISIONS RELATED THERETO
Mr. Boyd Wilder advised when the repair and painting of the storage tank was budgeted, it was funded
at $75,000, but the bid came in at $51,800, which was $12,000 lower than the next bid received. He said at
budget preparation time, the city was anticipating spending more money up front, including electrical work
and chlorination equipment. He advised Mayor Monday the city still has sufficient funds budgeted to make
these changes in the contract and still come in under the operations and maintenance budget. Mr. Wilder
said the staff is writing specifications now for the chlorination equipment which should run about $7,000 to
$8,000. Mr. Pipes said the additional repair work will require another two weeks onto the 30 day turnkey
project. Councilmember Howard made the motion and Councilmember Bell seconded the motion. All were in
favor and the motion Passed unanimously.
Reminder -- Special events
Gene Pipes, City Manager, reminded the Council of the SHSU Parents' Reception they will be hosting
at the SHSU field House on Saturday night. He also advised the City Picnic will be held on October 22 at
the Palm Street Water Plant site, noting the use of the Fairgrounds facility is less desirable this year
because of its current use for the sales barn activity since the sales barn recently burned down. He
encouraged everyone to attend the city's annual picnic.
