NUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 4TH DAY OF OCTOBER, 1988 IN THE CITY HALL COUNCIL

The Council met in a regular session with the following members present:

FORMAL SESSION
Mayor Monday then called the meeting to order. Mayor Pro tem Percy Howard, Jr., invocated.
CONSIDER THE MINUTES OF THE PREVIOUS MEETING
Councilmember Howard made the motion to approve of the minutes of September 27 1988 and
CONSIDER ELKINS LAKE SEWER LINE REPAIRS
Mr. Gene Pipes, City Manager, advised Mr. Boyd Wilder, Director of Public Utilities, has reported
hat the investigative work on the ten inch sewer line along Camellia Lake in ELMUD revealed the need to
Lean the line, to T.V. inspect it and to rehabilitate manholes. According to Mr. Wilder, the Board of
irectors of ELMUD approved this work not to exceed $51,769 ($46,769 for the ten inch line on the west side
,f Camellia Lake, plus $5,000 for rehabilitation work on one manhole on the east side of the take). Mr.
'ilder noted this project is an emergency because the city is operating a temporary lift station to prevent
aw sewage discharge into the lake. He said the work needs to be completed while the lake level is down.
e then requested approval of $51,769 to proceed, noting ELMUD will pay for this through the maintenance
ontract the City has with them. Mr. Wilder said Insituform Gulf South, Inc. can begin this work on October
, 1988 if Council approves. Councilmember Howard made the motion to approve the funds for this emergency
ork and Councilmember Barrett seconded the motion. Discussion: Councilmember Green noted the City has
he T.V. equipment and can do the Insituform work, but this recommendation is to contract this work to
nsituform Gulf South, Inc. Mr. Pipes noted the city's equipment is in use in the city on a daily basis.
e said since this is an expense to be borne by ELMUD, and they have Insituform doing the repairs,
nsituform Gulf South, Inc. needs to do their own inspection to coordinate their information. Mr. Pipes
aid this is an isolated situation and he did not wish to commit the city's equipment to get spread out that
ar if the city is to maintain its schedule on the street construction program. Councilmember Knotts noted
hen this project will not cost the City of Huntsville anything. Mr. Pipes advised Mr. Knotts that is
orrect as this contract will be paid for by ELMUD. All were in favor and the motion passed unanimously.
CONSIDER EQUIPMENT BIDS
Mr. Pipes, City Manager, advised the Council of the staff's recommendation to award the bid for two
avy 1/2 ton pick -ups to Moore Henry Motors in the amount of $10,550 per truck - -total bid $21,000, as it
s the lowest bid meeting specifications. Additionally, he noted the staff recommends re- bidding the
mpact 1/2 ton pick -up truck when diesel prices can be obtained. Mr. Mark Bosma, Purchasing Agent, advised
e City specified a diesel powered compact pick-up truck. He advised Ford is the only dealership that
kes the diesel powered truck and Ford cannot obtain new prices until November. The compact truck is used
the meter readers and spends a great amount of its time idling, Mr. Bosma reported, noting the diesel

powered trucks have proven to withstand that use better while requiring less maintenance. Councilmember
Carter made the motion to approve of the purchase of two heavy 1/2 ton tick -ups in the total amount of
$21.000 and to approve the recommendation to reject and re -bid the compact 1/2 ton pick -up truck when diesel
prices can be obtained and Councilmember Bell seconded the motion All were in favor and the motion Dassed
unanimously.
Consider Bid No. 89 -2 for a twelve Yard dump truck to Moore Henry Motors in the amount of $54.700 as
budgeted.
City Manager, Gene Pipes, advised of the staff's recommendation to accept the lowest bid meeting
specifications submitted by Moore -Henry Motors in the amount of $54,700. He noted the only other bid
received was from Holland Chevrolet, but they could not meet specification no. 4 for a two speed rear axle.
Councilmember Gaines made the motion to approve of this purchase for a 12 Yard dump truck and Councilmember
Knotts seconded the motion. All were in favor and the motion passed unanimously.
Consider Bid No. 89 -2 for two eight Yard dump trucks to Holland Chevrolet in the amount of $30.225 each
(total $60.450. as budgeted).
The Council was advised of the staff's recommendation to award this bid to Holland Chevrolet in the
amount of $30,225 per truck, as the lowest bid meeting specifications out of the two bids received. The
other bid was from Moore Henry Motors at $35,000 per truck. Councilmember Carter made the motion to approve
of the bid of Holland Chevrolet and Councilmember Bell seconded the motion. All were in favor and the
motion Passed unanimously.
CITY MANAGER'S REPORT - -GENE PIPES
Consider inclusion of the Emergency Medical Service Personnel in the city's self - funded medical insurance
program.
Gene Pipes, City Manager, advised the EMS Board met on October 3. He said the county has managed
to get insurance coverage comparable to what they have had in the past, but at the present time it will not
be advantageous to the EMS employees to make a switch in the middle of a service year. We will need to look
at it further to poll the employees in the EMS service and we will be returning in November for the EMS
board to make a recommendation to the Council and Commissioner's Court. He asked that this item be passed
over at this time.
Government Finance Officers Association Commendation for Financial Reportin
Mr. Gene Pipes, City Manager, advised the Council for the ninth year, the city has received a
Certificate of Achievement for Excellence in Financial Reporting for the city's financial audit. He
commended the City's Auditor, Ken Davis, the Finance Department, and members of the Council Audit Committee,
chaired by Councilmember Green, for their efforts in this achievement.
Property Tax Rates
The Council was advised by Mr. Pipes that many cities in Texas have experienced a rather huge
property tax increase this year (Dallas, San Antonio, Houston), noting one city has a 26 percent increase,
while Huntsville had a 26 percent decrease. He commended the City Council for that striking contrast.
MAYOR'S REPORT - -JANE MONDAY
Breakfast for Employees
Mayor Monday reminded the Council of the breakfast at the Service Center for employees in the
morning from 6:30 A.M. until 8:00 A.M. She asked the Council to wear their City of Huntsville hats. She
invited the media to join them.

Parents' Reception at SHSU
Mayor Monday advised the Council that the Mayor and Council and their spouses are invited to be
hosts and hostesses for the parent's reception for the parents of the football players after the football
game Saturday evening. The reception will be in the meeting room of the field house. She encouraged the
Council to be there to represent the community. She said this is another way we can help Sam Houston
continue to grow and develop and help people feel that this is their home town.
Dixie Youth League Baseball- -1989 State Tournament in Huntsville
Mayor Monday announced the Huntsville Dixie Youth League Baseball Association has been successful in
its bid to get the state tournament for the 11 and 12 year old team players in late July, 1989 for a week,
representing more teams and more people. She noted this is the biggest tournament. She said this year we
had the 13 and 14 year old team players. She congratulated Johnny Poteete and Ray Black for the roles they
play in the baseball program in Huntsville.
Council's Meeting Schedule
Mr. Gene Pipes, City Manager, advised the next meeting of the Council will be October 25, 1988.
Texas State Travel Guide
Mayor Monday displayed for view a new Texas State Travel Guide, published by the State Departments
of Highways and Public Transportation, containing an attractive and descriptive layout of the Huntsville
area. She said this is a major step forward in Huntsville's tourism effort.
Board Member Reception
Mayor Monday expressed her appreciation for the Board and Commission Members Reception held at the
First National Bank Flag Room earlier this evening, noting it was perhaps one of the best receptions we have
had. She thanked the City Secretary for her role in its preparation.
COUNCIL ACTION
SHSU Enrollment-- 11.550 Students
Councilmember Bell called the Council's attention to the fact that we are approximately 1,000
students ahead of the enrollment of last year. Mayor Monday said she believes community participation in
the university's activities, such as the planned parents' night reception Saturday evening, is part of the
reason for the success of SHSU's recruitment efforts.
Thanks to City Manager
Councilmember Carter felt the City Manager was a little too modest in describing the condition
concerning the ad valorem tax situation in Huntsville as compared to other cities. He felt the City Manager
deserves a pat on the back and a thanks.
Neighborhood Signs are Up
Councilmember Knotts thanked Police Chief Hank Eckhardt and Johnny Poteete, Director of Public
Works for their assistance in getting the "Neighborhood Watch" signs installed in his neighborhood.
Annexation Committee
Mr. Knotts asked if the annexation committee is meeting soon and the Mayor said it will be.
First Grade Presentation
Councilmember Ila Gaines advised she and the Mayor made a presentation to the first grade at Scott
Johnson Elementary School today, on behalf of the City.
