MIN CC 08/09/1988MINUTES OF THE MEETING OF AUGUST 9, 1988 BOOK °P° 126 MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 9TH DAY OF AUGUST, 1988 IN THE CITY HALL COUNCIL CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 6:45 P.M. The Council met in a regular session with the following members present: Jane Monday, Mayor 0. Eugene Barrett Gary Bell Ila G. Gaines William B. Green William L. Hammock Percy Howard, Jr. William H. Knotts, Jr. Member absent: James L. Carter City officers Present: Gene Pipes, City Manager Ruth DeShaw, City Secretary Scott Bounds, City Attorney FORMAL MEETING Mayor Monday called the formal session to order. Mr. Don Coleman, Director, SHSU's Baptist Student Center, presented the invocation. CONSIDER THE MINUTES OF THE PREVIOUS MEETING Councilmember Barrett made the motion to approve of the minutes of August 2 1988 and Councilmember Howard seconded the motion. All were in favor and the motion passed unanimously. CONSIDER ORDINANCE Consider Ordinance No. 88 -14 designating areas to be considered for annexation into the corporate limits of the City of Huntsville and providing for notice Mr. Gene Pipes, City Manager, advised he has received a request from Walker County Judge Frank J. Robinson to have his approximate 100 acres of undeveloped land, adjacent to the Jenkins Road area, included in the annexation consideration, so that he will have the city's firearms prohibition protection. The Council accepted this amendment to that annexation proposal. Mr. Pipes then presented the Ordinance, the caption of which is as follows: ORDINANCE NO. 88-14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, SETTING THE DATE, TIME AND PLACE FOR TWO PUBLIC HEARINGS ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTIES BY THE CITY OF HUNTSVILLE; AUTHORIZING AND DIRECTING THE CITY SECRETARY TO PUBLISH NOTICE OF SUCH PUBLIC HEARINGS; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO. [Jenkins Road Area (plus Frank Robinson's land); Hwy 19 /Anders Lane area; Badger Addition; and US 190 /Champion International area] Mr. Pipes said the notice of the public hearings will be published on August 12 and 19 and the hearings will be conducted on August 23 and 30. Councilmember Bell made the motion to adopt Ordinance No 88-14 and Councilmember Knotts seconded the motion. All were in favor and the motion passed unanimously. CONSIDER REPORTS Review the quarterly cumulative tax reports: consider budget adiustments and budget report for the period ending June 30 Mr. Pipes, City Manager, presented the quarterly cumulative tax report, which states the city has collected 91.47% or $1,914,827.76 of its 1987 tax levy. The total delinquent collection stands at 25.84% or $65,521.37. The Council then reviewed the budget adjustments and budget report for the quarter ending June 30. TOURIST COUNCIL REQUEST Mr. Pipes advised this item will be delayed until August 23, 1988. CITY MANAGER'S REPORT- -GENE PIPES Meeting in Beaumont to discuss electric rate Problems Mr. Pipes advised he will be attending the meeting, hosted by the Mayor of Beaumont, to discuss electric rate problems on August 12 in Beaumont for city managers /administrators /councitmembers in the Gulf States service area. He invited the members of the council to accompany him if it so fits their schedule. He noted there has been another appeal of the last ruling of the Public Utility Commission. He said he would keep the Council advised of the discussions. Street Program Update Mr. Pipes advised University Avenue received its black overlay this morning, and 16th Street, 10th Street and Avenue 0 are scheduled to be done before the fall semester. State Sales Tax Report The Council was advised the city collected this time last year a total of $1,377,265.00 as compared to $1,439,140.53 this year, for a 4.46% increase over last year, excluding the additional 1/2 cent collections that were added since that time. He said the current month shows $186,514, excluding that 1/2 cent; whereas at this time last year, the city had $176,904. He said while this is not an overwhelming return to the retail market, it is a steady and positive curve over the last several months. Next Meeting to be Auaust 23 Mr. Pipes advised the August 16 Council Meeting will be skipped. The public hearing for the utility rates and tax rate will be held on August 23, along with the first public hearing on annexation. MAYOR'S ACTIVITY REPORT --JANE MONDAY City News Notes Mayor Monday noted her appreciation for the City News Notes in Sunday's paper, concerning the city street work, library hours, and library board service. Alcohot /Drug Use /Abuse Task Force Mayor Monday then advised that this Task Force has begun its work and has prepared an organizational chart which will be approved in the meeting on August 18. She presented the Council with a copy of the chart and the list of the steering committee members. Letters have been sent to additional people asking for their participation. She encouraged the Council to recommend people to serve on the task force subcommittees. She noted there will be approximately 75 -100 people serving on this task force and that it is very broad based and has had excellent participation. COUNCIL ACTION Freshman Orientation -- Monday. August 15 Councilmember Green advised of Freshman Orientation on Monday, noting it is the largest group ever for an orientation session. He said applications are up about 1,000 over this time last year.
