MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 10TH DAY OF APRIL, 1990 IN THE CITY HALL
COUNCIL CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 6:45 P.M.
The CounciL met in a regular session with the following members present

William L. Hammock William H. Knotts, Jr. Ruth DeShaw, City Secretary
Member Absent: Its G. Gaines [Mayor Monday arrived approximately 7:15 p.m.]
FORMAL MEETING
Mayor Pro tem Percy Howard, Jr. called the formal meeting to order and then presented the
invocation.
CONSIDER THE MINUTES OF THE PREVIOUS MEETING
Mayor Pro tem Howard presented the minutes of April 3, 1990 for consideration. Councilmember
Barrett made the motion to approve of April 3. 1990 minutes as presented and Councilmember Knotts seconded
the motion. All were in favor and the motion passed unanimously.
I CONSIDER BIDS
Consider bid for Solid Concrete Intertockim Pavers -- sidewalk project downtown - -to Autery Construction in
the amount of $41.508.50 to be paid from CIP funds.
Councilmember Green made the motion to approve of this bid as presented and Councitmember Knotts
seconded the motion. All were in favor and the motion passed unanimously.
Consider bid for Hickory Street -- street and sanitary sewer repair, concrete work - -to Spivey Construction in
the amount of $12,874.25 to be paid from CIP funds
Councilmember Barrett made the motion to approve of the bid of Spivey Construction for $12. 874.25 to
do this work and Councilmember Green seconded the motion. All were in favor and the motion passed
unanimously.
CONSIDER ORDINANCE
Consider Ordinance No. 90 -6 concerning claim and deLivery of a certificate of obligation for a front - loading
refuse truck in the amount of $115.000 at the interest rate of 7.19% as bid by Ms. Doris Neiderhofer
Mr. Gene Pipes, City Manager, presented this ordinance, the caption of which is as follows:

' Councitmember Barrett made the motion to adopt Ordinance No. 90 -6 as presented above and Councilmember
Howard seconded the motion. All were in favor and the motion passed unanimously.
CONSIDER AGREEMENT
Consider approval of agreement with the Texas Parks and Wildlife Department, Texas Local Parks. Recreation
and Open Space Fund in the amount of $213,760 ($106.880) state funds to develop Thomason Park

Councilmember Knotts made the motion to approve of the agreement with the Texas Parks and Wildlife
CITY MANAGER'S REPORT - -GENE PIPES
Mr. Pipes requested that discussion of this matter be deferred until another time.
Mr. Pipes presented this matter for the Council's discussion. After a brief discussion, it was the
consensus of the City Council that the city not participate in paving work in Elkins Lake, but
to concentrate on the paving needs of the City of Huntsville.
Mr. Pipes presented information from Ms. Linda Pease, Project Coordinator, Huntsville Arts
ssion, advising of the Arts Commission's recommendation that the Council follow the Landscaping plans
sed in the 1982 Huntsville Downtown Study as the city develops any part of the nine - block, downtown
and all gateways and Linkages to it. Ms. Pease noted Mr. Kim Williams, who is the supervising
tect for the downtown building facade project, has encouraged the adherance to the landscaping and
design proposals in the 1982 downtown study which he describes as excellent with the need for only
updating. Councilmember Barrett made the motion that the City Council set up a work session to review

it to officially adopt its plan for the downtown as this would really dress up the downtown area. �

Monday noted the Council will evaluate this plan and that the staff should get it ready for a '
hop. ALL were in favor and the motion passed unanimousty.
MAYOR'S ACTIVITY REPORT- -JANE MONDAY
Mayor Monday presented a large round wooden plaque stating the State of Texas, City of Huntsville
featuring a center star flanked by an oak tree branch and a pecan branch, which has recently been
ented as a gift to the City by Mr. Jim Lynaugh, Director, Texas Department of Criminal Justice. The
icil concurred that a thank you letter should be written to Mr. Lynaugh and that all of the members of
Council should sign it.
Mayor Monday generally updated the Council on the recent meeting of the Walker County Metropolitan
Drtation Committee's work, the Tourism Committee Meeting, the Walker County Fair and the upcoming
L Sam Houston Folk Festival plans.
COUNCIL ACTION
Councilmember Howard advised the City Manager that Mrs. Martha Johnson will be contacting him soon
3arding her need to access property she owns on the north end of Sam Houston Avenue. Mr. Pipes advised he
11 be happy to visit with her.
