MIN CC 10/26/1993CITY COUNCIL MEETING OF OCTOBER 26, 1993 BOOK 'R" 249 MINUTES OF THE HUNTS V ILLE CITY COUNCIL MEETING HELD ON THE 26TH DAY OF OCTOBER, 1993, IN THE CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5:15 P.M. The Council met in an emergency session with the following members present: COUNCILMEMBERS: W. H. Hodges, Mayor Officers: Dan S. Davis Harold L. Norton Gene Pipes, City Manager William B. Green JoAnn Matthews Danna Welter, City Secretary Ronald L. Lange Ila G. Gaines Scott Bounds, City Attorney Jim Carter Dave Loring INVOCATION Invocation by Councilmember JoAnn Matthews. DECLARE AN EMERGENCY TO DEAL WITH THE DISPLACEMENT OF THE 24" SEWER MAIN IN ELKINS LAKE Mr. Wilder stated that the there had been a sewer line failure on a 24" line below the spillway of the main lake at the Elkins Lake Municipal Utility District. There were several factors in the failure including the fact that the soil in which the line was originally placed was rotten, the recent extreme dry weather allowed the 20 foot embankment to get extremely dry and then with the five inch rain last week caused the embankment to give way, and the the extreme wet weather the past year caused the stream adjacent to the sewer line to move nearer the line. This line was constructed in the early 1970's and is one of the main trunk lines that transports the sewer to the wastewater treatment plant. ' After the problem was identified, staff began a plan to bypass the sewer around the failures in order to prevent any pollution of the lakes or streams in the area. The bypass will remain in place until all repairs are made. Appropriate state and federal agencies were contacted. Mr. Wilder stated that he has contacted Oscar Crawford Construction and received abid of approximately $25,000. Also needed would be materials (sheet piling including delivery, and 180 feet of ductile iron pipe) in the amount of approximately $49,442. A 15% contingency should be added, for a total projected cost of $85,602. Councilmember Luning made the motion to approve an amount not to exceed $85,602 for the emergency repairs to the 24" sewer line (from the water and sewer unallocated reserve), and Councilmember Lange seconded the motion. All were in favor and the motion passed unanimously. DECLARE AN EMERGENCY TO DEAL WITH THE MECHANICAL FAILURE IN THE CLARIFIER AT THE N. B. DAVIDSON (SOUTH) WASTEWATER TREATMENT PLANT Mr. Wilder stated that one of the two clarifiers at the N. B. Davidson Plant failed due to the fact that one of the arms on the rake broke and became lodged against the concrete wall. When this piece lodged, the over torque switch failed and did not shut the system down allowing the gear drive to continue running and thus causing extensive damage to the unit. Replacement of the unit is estimated at $75,000. Staff contacted Environmental Improvements and they have estimated the damages of the equipment to be $30,000. The repair will take approximately 20 days. The estimate does not include trucking costs to and from Houston. Councilmember Luring made the motion to approve an amount to exceed $30,000 for the emergencv repairs of the clarifier at the N. B. Davidson Plant (from the water and sewer reserve for future allocation), and Councilmember Davis seconded the motion.
