WHEREAS In 2001, Texans threw away over 27.9 million tons of waste. The total amount of debris from construction and demolition waste went up, while residential and commercial waste
went down. Much of what was thrown away still had useful life.
WHEREAS The Texas legislature in 1993 set a goal of reducing the state’s waste by 40 percent. Finding new life for old products through reuse can help Texas reach its goal.
WHEREAS Texans are practicing reuse each time they borrow a library book, buy something from a garage sale, buy from a re-sale sop, or donate items to charity.
WHEREAS Reusing products helps reduce the amount of energy needed to produce a new product-less fuel and less carbon dioxide are emitted into the atmosphere.
WHEREAS Reuse is the second “R” in the waste management hierarchy, just after reduce and before recycle. Using a product more than once, either for the same purpose or for a different
purpose saves money.
WHEREAS The Texas Workforce Commission projects a 35.4 percent rise in the number of used merchandise stores in the 10-year period 1998-2008.
WHEREAS The Texas Workforce Commission expects the re-upholstery and furniture repair segment to rise 26.7 percent in the same period, and the number of used car dealers to rise by 39.4
percent.
WHEREAS Reuse is a practice whose time has come.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the power vested in me as Mayor
of the City of Huntsville, Texas that:

be declared:
"TEXAS RECYCLES DAY"
in Huntsville and Walker County.
