WHEREAS Glenda Ray Smither “Lil’ Ray” was born August 13, 1955 in Walker County and was a community leader until he departed this life on July 23, 2001; and
WHEREAS While attending Huntsville High School, Lil’ Ray served as the school mascot, officiated basketball, and was an occasional Disc Jockey; and
WHEREAS Although short in stature, during the course of his life, Lil’ Ray was known as a Little Man with a big heart; and
WHEREAS Lil’ Ray touched the lives of many during his life as a community and youth advocate; and
WHEREAS Lil’ Ray made a significant contribution to the City of Huntsville through his many community and civic activities before his death on July 23, 2001;
NOW, THEREFORE, BE IT HEREBY PROCLAIMED, by the power vested in me as Mayor of the City of Huntsville, Texas that:

be declared recipient of the:
DRUM MAJOR SERVICE AWARD
in the City of Huntsville and urge all residents to join in remembrance of this fine citizen.
