MINUTES OF THE HUNFSVILLE CITY COUNCIL MEETING HELD ON THE 9TH DAY OF DECEMBER, 1997, IN THE CITY
HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER. TEXAS AT 7:00 P.M.

EXECUTIVE SESSION
Convene and recess into Executive Session to discuss 1) contemplated and pending litigation: City right -of -ways, Curtis
Development Corporation, and Entergy rate case; and 2) acquisition ofreal property: extension of Willow Street, and property on 13th
Street for expansion of the Library. [4:30 p.m. - 5:10 p.m.]
CTITZEN INPUTHNQUIRY
1. Charles Smither. Jr. Mr. Smither asked if City Council has actually adopted address change procedures for IH -45. It appears that
staff is issuing numbers under the new system which could lead to confusion if done piece meal.
Mayor Green stated that this project was tabled earlier in the year, and Council has not reconsidered it as of yet. It is anticipating
that this will be discussed in a work session in January. Mr. Pipes stated that City Council did authorize the City Engineer to give
addresses to new locations to keep them from being changed in the future.

CONSIDER PURCHASE OF MINI - PUMPER UNIT
Chief Eckhardt stated that one of the Fire Department's mini - pumpers was recently wrecked in an accident. Fire Chief Grisham
has conducted an extensive research and the most viable solution is to 1) purchase the box, tank and pump off another truck at a cost
of $9,500, and shipping of $1,250; 2) repaint the truck at a cost of $2,912.23; and 3) replace damaged equipment at a cost of $2,300.
The City did receive compensation from Farm Bureau Insurance in the amount of $50,000. Staff is recommending that City Council
approve $16,162.43 for the above associated costs of repairing the wrecked mini- pumper unit.
Councilmember Rex made a motion to amorove the expenditure of $16.162.43 in repairing /renlacine the mini - mummer unit. and
Counci [member Luning seconded the motion. The motion oassedunanimously.
CONSIDER ORDINANCE 97 -12 -09.1 AUTHORIZI.NG ISSUANCE OF A CERTIFICATE OF OBLIGATION
FOR A DIESEL POWERED CHIPSPREADER IN THE AMOUNT OF $118,950 (WITH TRADE -IN) TO R. B. EVERETT
Councilmember Matthews made a motion to ammrove Ordinance 97 -12 -09.1 authorizing issuance of a certificate of obligation for
a diesel Dowered chimsmreader in the amount of $118.950 (Nvith trade -in) to R. B. Everett. and Councilmember Rex seconded the
motion. The motion passed unanimousl
CONSIDER ACCEPTANCE OF TEXAS COMMUNITY DEVELOPMENT PROGRAM
GRANT MANAGEMENT SERVICES AGREEMENT
Councilmember James made a motion to approve the Proposal for administrative /management consultant services to Housing
Services. Inc.. in an amount not to exceed $30.000.00 for the 1997 TCDP projects, and Councilmember Davis seconded the motion.
The motion passed unanimously.
CONSIDER OPERATING AGREEMENT FOR THE TIMBERWILDE WATER SYSTEM
Mr. Pipes stated that the City would operate the system under this agreement until approval of the sale of the system by TNRCC
Mr. Bounds stated that there are several minor changes to the agreement and noted such.
Councilmember James made a motion to approve the operating agreement for the Tmberwilde water system with the noted
amendments. and Councilmember Howard seconded the motion. The motion passed unanimously.

REVIEW THE TRANSPORTATION IMPROVEMENTS PLAN (TIP) FOR THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR LOCAL PRIORTIZATION OF PROJECTS
Mr. Pipes stated that he has received notice from TXDOT that it is time to repriornize the TIP list for 1998. The City has been
fortunate to get a number of the projects listed in 1997 authorized.
Mayor Green asked that staff prepare a preliminary list for Council review and consideration on January 13th.
MAYOR'S ACTIVITY REPORT
1. Consider reappointment of Ann Olsta to the Employees Medical Health Plan Board of Trustees and the extension of Councilmember
Large's term to May 1998 (due to change in City Officer's Election).
Councilmember Rex made a motion to approve the reappointment of Ann Olsta to the Emplovees Medical Health Plan Board and
the extension of Councilmember Lange's term to May 1998. and Councilmember Davis seconded the motion. The motion passed
unanimously.
2. Consider appointment of advisory board to review the proposed use of funds related to a federal grant for law enforcement 1,
equipment.
Councilmember James made a motion to approve the appointment of an advisory board to review the proposed use of funds related
to a federal grant for law enforcement equipment to include: Lt. Bobbv Sanders. Huntsville Police Department David Weeks, District
Attorney: Judge Jack Haney, Huntsville Municipal Court Fred Rush. Huntsville Independent School District: and Jolene Miller,
SAAFE House Executive Director, and Councilmember Howard seconded the motion. The motion passed unanimously.

3. Post Office update.
Mayor Green stated that the Postal Service has funded the new post office on the west side of the interstate and also funded the
renovation of the existing facility. Many thanks should be extended to the City's local postmistress, Pat Holloway, acrd also Harvy
Middlestat, Cesta Aires. Tom Jacobs, Larry Andrews and other key players in this process.
COUNCILMEMBER ACTION
GFOA Award. Councilmember Davis stated that the City has received a certificate of achievement for excellence in financial reporting
by the Government Finance Officers Association. He congratulated Patricia Allen and her staff on this accomplishment.
Huntsville Item. Councilmember James stated that she would like to remind staff at the Huntsville Item that the printed word is a very
powerful tool. It can be used to elucidate, educate and sometimes to mislead. A few of the Councilmembers have suffered from half
reporting, partial reporting and urges the writers to be fair.
Post Office. Councilmember Howard congratulated the Mayor and Mr. Pipes for their part on the success of the project.
National League of Cities. Councilmember Lange stated that he attended the NLC last week and it was a rejuvenating experience.
He met people from throughout the United States and even as far as Puerto Rico. He stated that he attended a informative personnel
meeting and plans to workwith the Personnel Committee for the next year and a half to change some things and help Council to have
directions in some personnel matters to help the City ran smoothly.
