MIN CC 06/04/1996CITY COUNCIL MEETING OF JUNE 4, 1996 BOOK "S" 29 MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 4TH DAY OF JUNE, 1996, IN THE CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5:15 P.M. The Council met in regular session with the following members present: COUNCILMEMBERS: William B. Green, Mayor Dave Luring Officers: 'i Dan S. Davis David Martinez Gene Pipes, City Manager :! Ronald L. Lange Andrew Holmes Danna Welter, City Secretary Ann James JoAnn Matthews Scott Bounds, City Attorney ABSENT: Marjorie Rex EXECUTIVE SESSION ]5:00 p.m. - 5:35 p.m.] 1. Pending litigation - Walker County Rural Water Supply System: and 2. Real estate acquisition - update on Robinson Creek Wastewater Treatment Plant and Willow Street right -of -way. CITIZEN INPUT/INQUIRY 1. Charles Smither. Jr. Mr. Smither requested that the City adopt procedures or identify a plan of action to be taken regarding storm/ emergency clean up at the Oakwood Cemetery. 2. Bette Nelson. Ms. Nelson stated that National Garden Week was being celebrated between June 1 and June 8, 1996. She invited Councilmembers to the Huntsville I.S.D. Learning Center on Thursday evening to view the herb and rose gardens which are sponsored by the Huntsville Garden Club. 3. Fred Holland. Mr. Holland expressed his dismay at the stop signs that have been in place at the comer of Spring Drive and Winter Way. INVOCATION Invocation by Gene Pipes, City Manager. MINUTES OF MAY 7, 1996 Councilmember James made a motion to aoorove the minutes of May 7 1996 and Councilmember Davis seconded the motion The motion passed unanimously. NOTE Councilmember Rex absent. CONSIDER TAX REPORT WITH ADJUSTMENTS TO THE LEVY Councilmember Matthews made a motion to approve the tax report with adiustments to the levy as recommended by Chief Appraiser Grover Cook and Councilmember Lanee seconded the motion. The motion passed unanimously. CONSIDER ALLOCATION OF $30,000 FROM THE WATER AND SEWER UNALLOCATED FUNDS TO COVER EXPENSES INCURRED IN THE PROSECUTION OF THE CCN APPLICATION BY WALKER COUNTY RURAL WATER SUPPLY SYSTEM Councilmember Davis made a motion to allocate $30.000 from the water and sewer unallocated funds for outside legal counsel in the prosecution of the CCN application by WCRWSS and Councilmember Lange seconded the motion The motion passed unanimously. CONSIDER BID 96 -15, ANNUAL CONTRACT FOR STABILIZED FLEXIBLE BASE TO PAVERS SUPPLY IN THE AMOUNT OF $22.89/YD. (DEL.) AND $20.30fYD. (PICK UP) Mr. Schindler stated that the annual bid was by the cubic yard and not by weight. Staff recommends Pavers Supply, low bidder, in the amount of S22.89/yd (delivery) and $20.30 /yd (pick up). Councilmember Luning asked that the sentence in Johnny Poteete's memorandum of recommendation that states "based on 2200 pounds per cubic yard" be deleted. Councilmember Lunine made a motion to approve Bid 96 -15. annual contract for stabilized flexible base to Pavers Supply, and Councilmember Lanee seconded the motion The motion passed unanimously. CITY COUNCIL MEETING OF JUNE 4, 1996 BOOK "S" 30 CONSIDER ACCEPTANCE OF SIGNS AS ERECTED ON THE MOTHER'S MEMORIES BUILDING AT 1027 SAM HOUSTON AVENUE Mayor Green asked that staff review the policies regarding signage in the downtown area to help facilitate this type of request. i� Councilmember James made a motion to accept the siens as erected on the Mother's Memories building at 1027 Sam Houston b i� Avenue. and Councilmember Holmes seconded the motion The motion passed unanimously. MAYOR'S ACTIVITY REPORT 1. —Strain response - Oakwood Cemetery. After considerable discussion Mayor Green directed staff to review the procedures during emergencies. 2, Willow Street rieht- of -wav acquisition. Councilmember Davis made a motion to acouire V: acre on South Sam Houston Avenue from J. D. Davis for the appraised value. and Councilmember James seconded the motion. The motion Passed unanimously. 3. Presentation of Photo. Mr. Pipes presented City Council with a photograph entitled "Strolling Sam" by Karen Montgomery which won a First Place Ribbon in the Kingwood Art Society Show /Competition on March 23. 1996. Ms. Montgomery has donated the photograph to the City. CITY COUNCILMEMBER ACTION Congratulations. Councilmember James congratulated Patricia Allen and her staff on receiving the Municipal Treasurers' Association Certificate of Excellence Award and also the Distinguished Budget Presentation Award from GFOA for the FY 1995 -96 budget. TML Fall Meetine. Councilmember Davis reminded Councilmembers of the TML Fall Meeting to be held at Del Lago Resort in Conroe on August 9 and 10, 1996. MEDIA INQUIRIES None.
