MINUTES FROM THE HUNTSVILLE CITY COUNCIL BUDGET WORKSHOP HELD ON THE 251" DAY OF JUNE,
2009, IN THE CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER,
TEXAS AT 1:OOPM.
The Council met with the following:
COUNCILMEMBERS PRESENT: J. Turner, Tom Cole, Wayne Barrett, Melissa Mahaffey, Lanny Ray, Mac
Woodward, Jack Wagamon and Dalene Zander
OFFICERS PRESENT: Bill Baine, City Manager; Leonard Schneider, City Attorney; Ann Smith, Texas First Group;
Kristin Edwards, Interim City Secretary
SPECIAL SESSION
1. CALL TO ORDER
Mayor Turner called the meeting to order at 1:09 p.m.
2. PLEDGE OF ALLEGIANCE

indivisible.
INVOCATION
Councilmember Barrett led the invocation.
3. STATUTORY AGENDA

a. Adopt Ordinance #2009 -43, approving the rate refund of Entergy Texas, Inc. contained in the application
of Entergy for authority to implement new RPCEA rate filed by Entergy Texas, Inc. on May 26, 2009.
Councilmember Woodward made a motion to adopt Ordinance 2009 -43, and Mayor Pro Tem Ray
seconded the motion.
The motion passed unanimously.
4. Adjourn Special Session.
Mayor Turner adjourned the special session at 1:11 p.m.
WORKSHOP
1. Call to Order
2. Discussion between City Councilmember's, Mayor Turner and Charter Officers on. [Facilitated by
Councilmember Melissa Mahaffey]
a. Review protocol for City Council meetings — agenda setting, attachments to support agenda items, voting to
discuss items, past decision on City Council meeting policies, handling comments from non - council members.
to Discuss upcoming budget(s) for Huntsville and priorities in budget.
C' Discuss current CIP projects.
d. Discuss long term vision for Huntsville (high priority issues facing Huntsville); planning for the future;
community development vs. economic development and seeking of grants.
e. Discuss and develop short term and long term goals for Huntsville.

f. Discussion of hiring and staffing policies.
g. Discuss Huntsville— its economic well- being, appearance and quality of life and issues affecting same.
Councilmember Mahaffey began the workshop at 1:12 p.m., citing the City budget, priorities and goals as the

general items to be discussed.
Council participated in individual and group activities in order to focus their attention on a succinct set of goals.
After discussing their individual hopes for the City of Huntsville over the next two years, the Council narrowed
focus to discuss additional issues including fiscal responsibility, cultural preservation, economic development
basic services.

With no further business, Mayor Turner adjourned the meeting.
