The Council met in a regular session with the following members present: COUNCILMEMBERS: OFFICERS: J. CALL TO ORDER [6:00 p.m.] Mayor Turner called the meeting to order. PLEDGE OF ALLEGIANCE to US AND TEXAS FLAGS, INVOCATION Councilmember Griffin led the invocation. PUBLIC COMMENTS (Agenda Items Only) None. PUBLIC HEARING Hear comments concerning zoning change from Management to Neighborhood Conservation on Tax Parcel 3000- 068-0- 01410, Thoreau Woods Subdivision, Lots 1 -6 vacant lots located on the South side of East Moseley Lane. No public comments. PRESENTATIONS a. Proclamation — J. D. Dudley Day; b. Presentation by Judy Thornton on the athletic activities at the Aquatic Center; and C. Update on 30" water line repairs. CONSENT AGENDA a. Consider minutes of u June 26, 2007. [ Danna Welter] STATUTORY AGENDA a. Authorize Huntsville Police Department to applyfor and accept should it be awarded, the 2007 JAG Grant in the amou of $15,443.00 with funds to be shared with Walker County Sheriff's Office, as presented by Lieutenant Wes Altom. For each of the last several years, the police department has received JAG funds from the federal government for tf purchase of equipment. The grants are divided between jurisdictions in the county, specifically the City of Huntsville ar Walker County Sheriffs Office. The Huntsville Police department has been assigned as the 2007 administrator. FISCAL IMPACT / FUNDING SOURCE: The grant award will be for $15,443.00 with a City of Huntsville share of $7,721.50 and a Walker County Sheriffs Office shat of $7,721.50. There is not a match requirement. b. Approve Ordinance 2007 -07 -17.1 amending the fiscal year 2006 -07 budget, as presented by Brynn Reynolds, Analyst. ' C. Approve Ordinance 2007 -07 -17.2 approving zoning change from Management to Neighborhood Conservation on Parcel 3000 - 068 -0- 01410, Thoreau Woods Subdivision, Lots 1 -6 Vacant lots located on the South side of East Moss Lane, as recommended by the Planning and Zoning Commission, as presented by Stan Hamrick, City Planner. A final plat was approved for Thoreau Woods Subdivision on April 2nd at the intersection of East Mosely Lane Mosley Drive. Subsequently, Mr. Stringer has requested that the six smaller lots on the north side fronting East Mosely L be rezoned from "M" Management District to "NC" Neighborhood Conservation District. Mr. Stringer has deed restricted the lots to residential use, but would like to request the additional protection that zoning change would provide to maintain the residential character of the street. The adjacent areas to the east and south already zoned as "NC ", but the lots to the north, across East Mosely Lane, are zoned "M ". CITY COUNCIL MEETING JULY 17, 2007 BOOK' 44 proposed change would be in accordance with the concepts and goals described in the Comprehensive Plan for -ction of neighborhoods and residential character. MAYORICOUNCILMEMBER/CITY MANAGER REPORT Progress review on update of Code of Ordinances by Municipal Code Corporation, as presented by Thomas Leeper City Attorney. Mr. Leeper updated City Council on the progress review of the Code of Ordinances. Review City Secretary and possibly act in accordance with review. PUBLIC COMMENTS (General) Christopher Whittaker. Mr. Whittaker requested City Council support of a downtown music concert series by funds to the Old Town Theater allowing local bands to afford to plan in the theater. None.
