ORDINANCE NO. 2023-11
AN ORDINANCE PROVIDING FOR THE NAME CHANGE OF PARKWOOD
DRIVE TO WISCHNEWSKI DRIVE WITHIN THE CITY OF HUNTSIVLLE,
TEXAS; PROVIDING A REPEALING CLAUSE; AND PROVIDING A
SEVERABILTITY CLAUSE.
WHEREAS, it is the desire of the City Council of the City of Huntsville, Texas to change the
name of Parkwood Drive to Wischnewski Drive in the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE:
SECTION 1. That the facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct.
SECTION 2. The City Council hereby declares the street named “Parkwood Drive” located
within the City limits to now be named “Wischnewsky Drive”.
SECTION 3. All other ordinances or parts of ordinances, or resolutions in conflict with the
Ordinance are hereby repealed to the extent of any such conflict.
SECTION 4. If any portion of the Ordinance shall, for any reason, be declared invalid by any
court of competent jurisdiction, such invalidity shall not affect the remaining
provision hereof.
SECTION 5. The City Secretary or appropriate City staff is directed to notify property owners
and other service providers of the name change including, but not limited to, the
local Huntsville Fire Department, the appropriate utilities and franchises, and the
Walker County 911 Emergency Network. Further the City Public Works
Department or appropriate City staff is directed to put up new street signs.
SECTION 6. If is further directed that the City Secretary or appropriate City staff record the
name change in the Official Public Records of Real Property for Walker County

AN ORDINANCE OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING THE 2022-
2023 ANNUAL BUDGET AND CAPITAL IMPROVEMENTS PROJECTS (CIP)
BUDGETS, ORDINANCE NO. 2022-24 TO AMEND ADOPTED EXPENDITURES OF
THE BUDGET; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the 2022-2023 Annual Budget and CIP Budgets were adopted by Ordinance 2022-24 on
September 20, 2022;
WHEREAS, various unforeseen circumstances affecting the City have presented themselves during the
course of the fiscal year;
WHEREAS, the City Council considered the circumstances independently, deliberating appropriately on
the associated revenues and expenditures and the overall impact on the general financial status of the City;
WHEREAS, pursuant to the laws of the State of Texas and the City Charter of the City of Huntsville,
Texas, the City Council has determined that it will be beneficial and advantageous to the citizens of the
City of Huntsville to amend the annual budget for fiscal year 2022 – 2023 and the Capital Improvements
Projects (CIP) budget as set forth herein; and
WHEREAS, this ordinance combines the independent Council actions into one budget amendment
document;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, that:
Section 1. The findings set forth above are incorporated into the body of this ordinance.
Section 2. The annual budget for fiscal year 2022 – 2023 is hereby amended to include the expenditures
and revenues in Exhibit “A” and the Capital Improvements Projects budget is hereby amended to include
the expenditures described in Exhibit “A” attached hereto and made a part of this ordinance as if set out
verbatim herein.
Section 3. All ordinances of the City in conflict with the provisions of this ordinance are hereby repealed,
and all other ordinances of the City not in conflict with the provisions of this ordinance shall remain in full
force and effect.
Section 4. Should any section, portion, sentence, clause or phrase of this ordinance be declared
unconstitutional or invalid for any reason, it shall not invalidate or impair the force or effect of any other
section or portion of this ordinance.
Section 5. The necessity for amending the budget for the fiscal year 2022 – 2023 and Capital Improvements
Projects, as required by the laws of the State of Texas, requires that this ordinance shall take effect
immediately from and after its passage, as the law in such cases provides.
Section 6. This ordinance shall take effect immediately after its passage.

Explanation:
Bids were received for construction for this project and the bid recommended by staff for
awarding is in the amount of $226,790. The construction budget currently available for the
project is $223,500. This BA will provide $227,000 of budget for the project. The $3,500
requested from Water R&R CIP - Unallocated Budget will leave the Water R&R CIP -
Unallocated Budget account with $558,436 of remaining budget.
Increase:Water R&R CIP - Misc. Wtrln. rplc. - Birmingham, University, & Thomason $163,938
Increase:Water R&R CIP - Wtrln. rplc. - 14th St. 8 inch and Avenue I 10 inch $103,062

Explanation:
Bids were receive for construction for these two projects (combined bid for both projects)
and the bid recommended by staff for awarding is in the amount of $1,275,118. In
addition to the bid amount Engineering is requesting a contingency amount of $127,512
(10%) to be included in the construction budget. Therefore, the total construction budget
requested/needed is $1,402,630. The "Birmingham, University, and Thomason project
currently has $692,364 of construction budget. The "14th St 8 inch and Avenue I 10 inch"
project currently has $444,154 of construction budget. Additions of the $163,938 and the
$103,062 will provide the requested/needed $1,402,630 combined amount for both
projects. The requested $267,000 from Water R&R CIP - Unallocated Budget (if approved)
will leave account with a balance of $291,436

Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and
physical structures so that the City’s core services can be provided in an effective and efficient manner.
Discussion: On November 29, 2022, TxDOT announced a Statewide Call for Projects for the 2023
Transportation Alternatives Set-Aside (TA) Program funding. The TA Program provides funding to plan
for and construct a variety of alternative transportation projects that improve safety and mobility for
non-motorized travelers and mitigate congestion by providing safe alternatives to motor vehicle
transport.
The Texas Department of Transportation will select projects for recommendation to the Texas
Transportation Commission for a total of approximately $250 millions. The Call for Projects features a
two-step application process. The Preliminary Application (Step 1) was submitted prior to the deadline
January 27, 2023, and we have received a notification “Ready to move forward to Step 2” on March
30th, 2023.
A Detailed Application (Step 2) which provides more comprehensive project information will have to be
submitted prior to the deadline June 3, 2023.
Eligible project areas under this Program include:
• Bicycle infrastructure improvements;
• Shared use paths;
• Sidewalk Improvements; and
• Infrastructure-related projects to improve safety for non-motorized Transportation.

WHEREAS It is necessary and in the best interest of the City to apply for funding under the

SECTION 3: The City acknowledges that there is no match requirement for this program.
SECTION 4: The Mayor and City Council strongly support this application to ensure the safety

The conceptual cost of the I-45 2 B Proposed Shared Use Path Project for engineering, utility
adjustments, construction, environmental investigation, and evaluation cost is estimated at
$3,035,540.92. TXDoT has prepared the application for this section 2-B on the City's behalf and will
manage the whole project with the City serving as the conduit for the grant award.
The Transportation Development Credits map indicates that this proposed project qualifies for the use
of the Transportation Development Credits that allow for 100% federal TA funds to be applied to the
project in lieu of a local match (see attached map).
Previous Council Action: No previous Council Action has been taken on this 2023 Transportation
Alternatives Set-Aside Program.
Financial Implications: The project is not currently budgeted, but if the grant is awarded, it will be
funded at 100%. Should the City be awarded the grant, a budget amendment will be prepared for the
revenue and expenditures associated with the project.

along 17th Street from Ave. M to Sam Houston Ave.
Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and
physical structures so that the City’s core services can be provided in an effective and efficient manner.
Discussion: The City has been replacing existing undersized and deteriorated storm sewer lines each
year to the extent that funding is made available for this purpose. Replacing and/or upsizing will help
reduce flooding and associated maintenance costs, improve traffic circulation during heavy rain events.
This agenda item is to replace the Storm Sewer Line along 17th Street from Ave. M to Sam Houston Ave.
(See attached Project Map). This Project includes removal and replacement of the existing Sidewalk,
Curb and Gutter, Storm Sewer, Junction Box, etc.
Based on the televised section of this existing storm sewer line, the existing Clay Tile Line appears to
have reached the end of its service life. This line should be replaced with a new Reinforced Concrete
Pipe to provide the structural integrity needed and avoid the potential for breakage or collapse in the
line. The existing junction box will also need to be replaced to assist in better drainage through the box
and to provide access for future maintenance.
Four Sealed Bids were received on Thursday, April 6, 2023. The total amounts bid for the Base Bid and

Recommended Motion: Move to authorize the City Manager to purchase three (3) Xylem-Flygt 250
horsepower submersible pumps and accessories, for the McGary Creek Lift Station upgrade, from Hahn
Equipment Co. Inc, in the amount of $495,955.00.
Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and
physical structures so that the City’s core services can be provided in an effective and efficient manner.
Discussion: The existing McGary Creek Lift Station was constructed and put into service in 1993, and
was expanded in 2015 by adding an additional wet well which expanded the lift station’s firm capacity to
2.95 gallons per day (MGD). Based on the 2016 Water and Wastewater Condition and Capacity
Assessment Study, this Lift Station is to be expanded and improved from 2.95 MGD to 4.75 MGD, firm
pumping capacity. At this time, most if not all the existing facilities have reached their useful life and
will most likely need to be replaced.
Lockwood, Andrews & Newnam, Inc (LAN). was selected on May 3, 2022, to design this McGary Creek
Lift Station Expansion and Improvement project. During the design process, it was recommended to
purchase the new submersible pumps prior to award the construction project due to the extremely long
lead times on large pumps.
The Sealed Bid Request for Proposals (RFP NO. 23-26) was issued and advertised on March 7th, and on
March 11th, 2023.
The following items are included with this proposal:
• 8” Flygt Explosion Proof Submersible Pumps 250 HP Pumps, with 70’ power cable.
• Base Elbows for Mounting Pumps
• Guide Rail Brackets
• Pump Lifting Chain
• Access Covers
• Pump Protection Relays

The City was expecting two proposals, one for FLygt pumps and another for KSB pumps. Based on the
information in the proposal package, KSB decided to no bid the project.
The bid was received and opened on March 30, 2023, see Table 4 of the LAN Letter of Recommendation
Award in the attached document, for a total of $495,955.00.
Both Hahn Equipment Co. Inc., the manufacture’s representative, and Flygt Pumps have an outstanding
reputation and a long history of excellent performance based on past pumps purchased by the City of
Huntsville.
The Engineering estimated pump cost is approximately $100,000 higher than the bid received for this
project. The total available Construction budget is $3,655,920.00.
Previous Council Action: Council Agenda May 3, 2022 approved the design awarding to Lockwood,
Andrews & Newnam for a total of $418,480.00

construction and related services to make improvements to the Sam Houston Statue & Visitor Center in
the amount of $108,600 to In Pace Builders.

physical structures so that the City's core services can be provided in an effective and efficient manner.
Discussion:
The Sam Houston Statue & Visitor Center was built in 1994, and the existing porch and railing has
been replaced in sections (with the last significant replacement taking place in the spring of 2012).
When the addition of the William Hodges Education Building (WHEB) occurred in 2018, plans
included the replacement of the existing wooden porch.
The replacement was to be constructed with the composite lumber (Trex) that was used in the
expansion of the WHEB, but was pulled from the project. After completion of the WHEB expansion,
the project funds for the porch replacement remained in the CIP budget.
In July of 2019, staff presented a contract for the replacement of the porch using the previously
allocated funds. City Council voted against the contract 3-5.
In May of 2022, a TML representative conducted a proactive safety survey to help identify potential
exposures impacting the City at the Sam Houston Statue & Visitor Center. A recommendation was
made to post signage, caution tape, and other warning devices to notify patrons, guests, and visitors
of areas of significant concern.
The recent inclement weather has exacerbated the issues with the structural integrity of the porch
and multiple safety hazards have been identified by staff and visitors.
City Purchasing staff issued IFB No. 23-29 in March 2023 for improvements to the Sam Houston
Statue & Visitor Center, including the replacement of decking, railing, and stairs around the original
visitor center building. Six (6) bids were received, with a local company, In Pace Builders, submitting

the lowest of the six bids. The work is to be performed while the visitor center remains in operation.
Oversight of the construction process on behalf of the City will be provided by City Building
Inspection personnel.
Previous Council Action: City Council considered a motion to enter into contract for performing
construction and related improvements to the Sam Houston Visitor Center on July 16, 2019. The motion
failed with a 3-5 vote.
Financial Implications: This item is budgeted in line item 815-81570-62300. The current balance is
$155,596.

Discussion: On Monday, January 23, and Tuesday January 24, the City Council met at the Hodges
Education Building to review in-progress and completed items from their 2022 Strategic Plan, as well as
to discuss and consider initiatives for the 2023 Strategic Plan. The original plan was adopted by Council
on February 7, 2023.
The Council held a workshop on April 4, 2023 to discuss making amendments to the adopted plan. The
Council provided direction to change two items include in the original the plan. The first one addresses
maintaining the current pavement condition index and the second addresses review of the staffing
levels of public safety departments. The attached plan reflects these two changes.
Previous Council Action: The Council adopted the 2023 Strategic Plan on February 7, 2023. A workshop
to discuss amendments to the plan was held on April 4.
Financial Implications: There are several items included in the document that will require financial
allocations to complete. The adoption of the plan itself has no financial impact.

Adopted by the City Council February 7, 2023
Strategic planning is the process an organization follows to articulate a vision for the future and
establish a direction in making decisions and allocating resources to achieve the desired outcomes.
The Huntsville City Council met on January 23 and 24, 2023 to create a new strategic plan to set
the course for the City, a flexible document that will be periodically reviewed for updates.
The City Council established eight broad areas of strategic initiatives aimed to address issues in
Huntsville, with key objectives for implementation included. These will provide the City Council
with mechanisms to gauge performance, provide direction to staff, and adopt changes to the
strategic plan as success merits and needs dictate.
In addition to the key objectives included in the plan under each of the strategic goals, the City
staff has several major projects already in progress. While each of these are not included in the
list of objectives for 2023, they are included in the narrative of the plan below. These items include
the following:
•Consider the adoption of traditional zoning districts
•Complete construction of the Service Center and reach 25% completion on City Hall
•Complete construction of the MLK Community Center and host a public event to celebrate
its dedication
•Review and consider implementation of the water and sewer rate study as part of the 23-
24 budget process
•Complete construction of and begin operations of the Animal Control Facility
•Review and implement additional security measures to help prevent cyber attacks
This strategic planning document is meant to serve as a guide for the City staff to develop the
annual budget for Council consideration and to provide Council with a succinct method of
articulating to staff the policy direction for the City of Huntsville, both as a community and an
organization. This strategic plan will also communicate to residents and community partners the

City Council's commitment to open government, communication, collaboration, and cooperation
among all who live, work, recreate, educate, or operate a business in Huntsville. Finally, this
strategic plan is meant to provide a road map for success that will lead families and new businesses

Strategic Initiative: Goal #5 - Resource Development - Enhance the quality of life for citizens, businesses
and visitors by leveraging the human and fiscal resources available to the community.
Discussion: The Wischnewsky Dodge Dealership has constructed a new dealership at I-45 and Parkwood
Drive. Pursuant to the City of Huntsville/Wischnewsky Chapter 380 Economic Developer Agreement
(380 Agreement), Wisch Realty, LLC has completed the Public Improvements along Parkwood Drive.
One of the requests of the 380 Agreement was for Parkwood Drive to be renamed "Wischnewsky Drive".
The process of renaming a street is as follows:
1. Identify all adjacent property owners affected by the name change.
2. Send notice to all abutting property owners of the proposed name change and allow a comment
period.
3. Work with the City Attorney to prepare an ordinance for Council consideration.
4. Conduct a Public Hearing regarding the proposed street name change.
5. If the ordinance is approved, staff will notify the property owners and service providers (post office,
911, utility companies, etc.) of the name change and request the Streets Division to install new street
signs.
6. File the appropriate documents with the County Clerk’s office as needed.
Parkwood Drive is located in the 100 block of IH-45 Feeder Road. A map of the proposed street name
change is attached to this item.
Previous Council Action: None
Financial Implications: There are minimal costs associated with the public hearing and the possible
future installation of street signs associated with this item that can be absorbed within the respective
departmental operating budgets.

ORDINANCE NO. 2023-11
AN ORDINANCE PROVIDING FOR THE NAME CHANGE OF PARKWOOD
DRIVE TO WISCHNEWSKI DRIVE WITHIN THE CITY OF HUNTSIVLLE,
TEXAS; PROVIDING A REPEALING CLAUSE; AND PROVIDING A
SEVERABILTITY CLAUSE.
WHEREAS, it is the desire of the City Council of the City of Huntsville, Texas to change the
name of Parkwood Drive to Wischnewski Drive in the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE:
SECTION 1. That the facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct.
SECTION 2. The City Council hereby declares the street named “Parkwood Drive” located
within the City limits to now be named “Wischnewsky Drive”.
SECTION 3. All other ordinances or parts of ordinances, or resolutions in conflict with the
Ordinance are hereby repealed to the extent of any such conflict.
SECTION 4. If any portion of the Ordinance shall, for any reason, be declared invalid by any
court of competent jurisdiction, such invalidity shall not affect the remaining
provision hereof.
SECTION 5. The City Secretary or appropriate City staff is directed to notify property owners
and other service providers of the name change including, but not limited to, the
local Huntsville Fire Department, the appropriate utilities and franchises, and the
Walker County 911 Emergency Network. Further the City Public Works
Department or appropriate City staff is directed to put up new street signs.
SECTION 6. If is further directed that the City Secretary or appropriate City staff record the
name change in the Official Public Records of Real Property for Walker County
PASSED, APPROVED, and ADOPTED on the ________ day of ____________________, 2023.

Recommended Motion: Move to authorize the City Manager to award a contract to Larry Young Paving,
Inc for Street Milling/Overlay/Crack Sealing, in the amount of $2,142,292.60.
Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and
physical structures so that the City’s core services can be provided in an effective and efficient manner.
Discussion: In 2020, the City awarded a comprehensive street assessment study to Infrastructure
Management Services (IMS), with the primary goal being to determine the condition and rank City
streets based on data gathered by IMS. IMS provided the City with a street condition assessment and a
five (5) year maintenance plan for improving the overall street condition within the City.
Based on the findings of the study, the City has solicited annual competitive proposals for street milling
with overlay, with the current fiscal year requirements reflected in the attached bid tabulation. The bid
notice was published as required in the Huntsville Item, and posted on the City of Huntsville website and
on the Public Purchase bid platform.
Six (6) bids were received and opened on April 6, 2023, in response to an invitation for bids for current
year's street paving requirements, with specifications stating an award based on best value, with
selection criteria including, but not limited to: purchase price, similar work experience history, technical
expertise and experience, and overall proposal suitability. The bids are reflected in the attached bid
tabulation.
Public Works staff has evaluated the bids received to determine the best value to the City with respect
to the considerations referenced above. The lowest bidder for Mill & Overlay services, Larry Young
Paving, Inc. offers high-quality milling and overlay services as seen in past projects with the City of
Huntsville and recommended by the Cities of Bryan and Conroe. Larry Young Paving, Inc. is thereby
recommended for award for the current year mill & overlay and crack sealing services. Given the
positive experience of Huntsville, Bryan, and Conroe with this contractor for these paving services and
being the low bidder by a significant amount, Larry Young Paving’s response is considered by Public
Works management staff to offer the best value to the City for Mill/Overlay/Crack Sealing services.
Therefore, City Staff recommends approving Larry Young Paving, Inc.to provide the Street
Mill/Overlay/Crack Sealing services, as outlined within the quote, for $2,142,292.60.

$2,485.618.88.
Financial Implications: The item is budgeted in account 101-323-53051 in the amount of $2,485,618.88

Recommended Motion: Move to authorize the City Manager to award the construction contract to 5-T
Utilities, Inc., in the amount of $1,275,118.00 for the replacement of waterlines in multiple streets.
Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and
physical structures so that the City’s core services can be provided in an effective and efficient manner.
Discussion: The City has been replacing existing undersized and deteriorated waterlines each year to
the extent that funding is made available for this purpose. Replacing and/or upsizing will help reduce
waterline breaks and associated maintenance costs, improve water circulation and pressure to serve
domestic needs and install needed fire hydrants in the water distribution system to provide for fire
protection.
This agenda item is pertaining to removal and replacement of existing water lines, and Fire Hydrants
which City Council approved CIP FY21-22 Miscellaneous Waterline Replacement Project ID # 22-10-03,
22-10-02.1, 22-10-02.2, and 22-10-02.3 (See attached Map):
1. Replace the existing 8” Ductile Iron (D.I.) water line along 14th St. from Ave I to Ave G; replace
the existing 10” and 8” D.I. water lines along Ave. I from 12th St. to 14th St.; replace the existing
8” D.I. water lines along 12th St., 13th St., 14th St. from Ave I to Ave J.
2. Replace the existing approximately 1,250’ of 6” D.I. water line along Birmingham St. from Ave J
to Ave H.
3. Replace existing approximately 1,500’ of 6” D.I. water line along University Ave. from 7th St. to
Thomason.
4. Replace the existing approximately 600’ of 6” D.I. water line along Thomason St. from FM 247 to
University Ave.
This project consists of approximately 1,400 linear feet of 12” water line, 4,000 linear feet of 8” water
line, Fire Hydrants, Service Connections along City of Huntsville Right-of-Way through residential
neighborhoods and around the TDCJ Facility.

budget purpose, a 10% construction contingency ($127,511.80) will be added to the total Bid received
from 5-T Utilities, Inc with a total amount of $1,402,629.80.
The available budget is $1,136,518.00; with the Budget Amendment on April 18, 2023, for the additional
$267,000 from the Unallocated Funds, the final available budget will be $1,403,518.00.
Previous Council Action: The City Council approved to enter into an agreement with Aurora Technical
Services, LLC for professional engineering service in a total amount of $215,060.00 on May 17, 2022, to
design these Water Line Replacement Projects.

Aurora Technical Services, LLC (Aurora) has evaluated the bids received on April 06, 2023 for the
above referenced project, which consists of approximately 1,400 linear feet of 12-inch water line
(WL), 4,000 linear feet of 8-inch WL, and service connections along City of Huntsville (City) right-of-
way (ROW) through residential neighborhoods and around the TDCJ Facility.
Two (2) proposals were received as shown below.

The Tabulation of Proposals is attached as Attachment 1.
As shown in the above table, the lowest bidder is $615,846.00 under the Engineer’s Estimate.
Based on our bid evaluation, most of the difference between the bids received can be attributed to
the items associated with the Water System Improvements. This subcategory accounted for
$1,002,477.36 of the difference between the two bid amounts. We believe this is mainly due to the
second bidder not being familiar with the local conditions and not having a local field office.
The low bidder, 5-T Utilities, Inc. is qualified to do the work. Therefore, we recommend the City
award the project to 5-T Utilities, Inc. for the amount of $1,275,118.00. We further recommend the
City consider authorizing an additional 10% of construction ($127,511.00) for contingencies due to
