Strategic Initiative: Goal #3 - Economic Development - Promote and enhance a strong and diverse economy. Discussion: Winter Wonder, LLC. is the owner of approximately 55.0075 acres of land which is located in the City’s Extra-Territorial Jurisdiction (ETJ). This acceptance of the annexation petition and approval of the resolution is the first step in the annexation process, in that, it will establish February 7, 2023, as the date of the required public hearing to give the public the opportunity to comment on the annexation of the proposed development. The subject property is one that was included in the 2019 annexation program by the City and the property owner entered into a development agreement whereby they consent to initiate voluntarily annexation when the property is developed. Strategic Initiative: Goal #4, Infrastructure - Ensure the quality of the City utilities, transportation and physical structures so that the City’s core services can be provided in an effective and efficient manner. Discussion: The new Service Center under construction will require substantial furnishings upon completion, which is currently anticipated by the end of July 2023. Pursuant to the budget approved for the required furnishings, Public Works, Parks & Leisure, and Engineering Department staff coordinated with the architect (Randall Scott Architects) and the City Purchasing staff to verify the furniture list (see attached) provided by the HBI Office Solutions, Inc. HBI Office Solutions has a contract with Texas Smart Buy, which is a cooperative and under the contract detail number #TXMAS-19-7111, which they do not need to go out for bid. The attached Quote dated 12/20/2022, allowed the staff from Public Works and Parks & Leisure to visit the warehouse verifying the furniture listed on Quote # 25449. Mayor Pro Tem Humphrey and Councilmember McKenzie have cosponsored the item requested by Councilmember Strong. In the previous year, the City has undertaken the following items to better address drainage not only in Spring Lake, but throughout the City: 1. Approved a preliminary drainage master plan. The final document was provided to the City on January 9, 2023 and will be posted on our website. The plan made recommendations for moving forward, including revisions to codes and ordinances governing drainage. These recommendations are under review and will be drafted for future Council consideration. 2. Authorized in the budget hiring outside consultants to review and recommend the implementation of a drainage fee to help the City fund drainage projects throughout the community. 3. Authorized the submission of a grant application to the General Land Office for$2.25 million in hazard mitigation funding including $750,000 for drainage and road improvements to Autumn Lane in the Spring Lake subdivision. The funds have already been allocated to the City and the application is just a formality to ensure the proposed projects meet funding guidelines. 4. Increased patrols and enforcement of existing codes related to silt fencing and erosion control. 5. Continued to respond to requests for maintenance of infrastructure including culvert and ditch cleaning.
