Discussion: The JAG Program has been available to law enforcement agencies for a number of years.
Both the City of Huntsville and Walker County have received and benefited from the JAG Program
awards for several years with different annual allocation amounts.
For FY 2022, the City of Huntsville was directly allocated $12,906.00. Under the U.S. Department of
Justice (DOJ), Walker County was identified as a disparate jurisdiction. JAG legislation requires that
disparate jurisdictions identified in a geographical grouping to remain partners with the local
jurisdictions receiving funds and to be a signatory on a required Memorandum of Understanding or
Interlocal Agreement.
On July 5, 2022, the Walker County Commissioner’s Court approved entering into an Interlocal
Agreement with the City of Huntsville for a portion of the 2022 JAG Program funds. The allocated funds
will be used jointly by the City of Huntsville and Walker County for the purchase of equipment for use by
law enforcement, with the allocated amount to be divided equally between the entities. There are no
matching funds required for this grant.
The Huntsville Police Department plans to use their portion of the funds to purchase breaching kits with
tools for forcible entry into buildings, houses, and rooms. Walker County has expressed plans to use
their portion of the funds to purchase "Cellebrite Certified Mobile Examiners", an online training for the
Sheriff’s Department.
A program condition required for submitting an application for this grant requires that a public hearing
be held to receive comments on the DOJ-BJA program and for public input on the utilization of funds
being allocated for the City of Huntsville’s portion. After the public hearing, Council may approve, deny,
or remand the request back to the staff for modification if desired.

Recommended Motion: Move to approve the 2022 Election Services Contract and Joint Election
Agreement with Walker County for the November 8, 2022, General Election, for the purpose of electing
four (4) Council-at-Large Councilmembers to serve two-year terms.
Strategic Initiative: Goal #2, Communications - Provide public information outreach efforts that inform
the public of City operations, accomplishments and policies and allows for citizens input on matters of
Council policy.
Discussion: Huntsville Municipal Code Section 6.01 states Regular City general elections shall be held on
the uniform election date in November, to be effective and starting January 1, 2010, alternating
between the four at-large positions in even-numbered years and then the Mayor and four ward
positions in odd-numbered years. All Councilmembers and the Mayor shall be elected for two-year
terms.
Pursuant to Chapter 31 of the Texas Election Code, the City is authorized to enter into an Election
Services Agreement with Walker County, Texas, and, pursuant to Chapter 271 of the Texas Election
Code, the City is authorized to enter into a Joint Election Agreement with Walker County and other
participating political subdivisions for this election.
Since November 2009, the City has contracted with Walker County to provide election services and to
hold joint elections with participating entities under the provisions of the Huntsville Municipal Charter
and the Texas Election Code.
Previous Council Action: All City elections, general or special, since November 2009 have been
contracted with Walker County.
Financial Implications: The item is budgeted in account #101-114-56020 in the amount of $ 27,000.
The participating authorities agree to share election expenses and the cost for the 2022 General
Election, which will be determined by the number of entities participating and the number of ballot
items from each entity.

SECTION 3. This election shall be held in accordance with, and shall be governed by, the election laws of the
State of Texas. In all City elections, the Mayor, City Secretary or City Council shall do and perform each act as in
other elections required to be done and performed, respectively, by the County Judge, the County Clerk or the
Commissioners' Court. The City Council has determined, pursuant to Chapter 31 of the Texas Election Code, that
the City is authorized to enter into an Election Services Agreement with Walker County, Texas, and, pursuant to
Chapter 271 of the Texas Election Code, the City is authorized to enter into a Joint Election Agreement with
Walker County and other participating political subdivisions for this election. The City Secretary and Mayor are
hereby authorized to perform all duties and take all actions as required by any joint election agreement(s) and/or
the contract(s) for election services that may be authorized by City Council.
SECTION 4. Any eligible and qualified person may have his name upon the official ballot as an independent

candidate by submitting an application, which, in accordance with Texas Election Code Section 141.031, must be
in writing and be signed and sworn to by the candidate and indicate the date that the candidate swears to the
application. Such application for the general election may be filed with the City Secretary beginning on July 23,
2022 and must be filed not later than 5:00 p.m. on August 22, 2022.
SECTION 5. At-Large Councilmembers for each of the City’s four seats shall be selected. The At-Large
Councilmembers to be elected shall hold office for a period of two (2) years.
SECTION 6. Each of the four Councilmembers shall be citizens of the United States, qualified and registered
voters of the State of Texas; residents within the present corporate limits of Huntsville for at least twelve months
immediately preceding the election; and current in payment of taxes and assessments due to the City.
SECTION 7. The order in which the names of the candidates are to be printed on the ballot shall be determined
by a drawing of the City Secretary as provided by section 52.094 of the Texas Election Code.

Early Voting in the election by personal appearance shall be conducted at the times, dates and polling places as

SECTION 9. The Mayor and City Secretary are hereby directed to give notice of the election by:
a) causing said notice of such election to be published at least forty (40) days prior to the date of such
election in the newspaper;
b) by publishing the notice at least one time, not more than thirty (30) days nor less than ten (10) days
before the election, in the newspaper;
c) by filing with the City Secretary, for posting, a copy of said notice at least twenty-one (21) days
before the election; and
d) by posting on the City Hall bulletin board notice of the election at least twenty-one (21) days before
the election.
The Mayor and City Secretary shall file with the City Secretary a copy of the notice as published, together with
the name of the newspaper and the dates of publication.
SECTION 10. It is further found and determined that, in accordance with the order of this governing body, the
City Secretary posted written notice of the date, place and subject of this meeting on the bulletin board located in
the City Hall, a place convenient and readily accessible to the general public, and such notice having been so posted
and remaining posted continuously for at least seventy-two (72) hours preceding the scheduled time of such
meeting.
SECTION 11. That the Mayor and/or the City Secretary of the City of Huntsville are hereby authorized to
execute and/or issue, for an on behalf of the City, such orders, documents and forms as may, from time to time,
be promulgated by the Secretary of State of the State of Texas in conjunction with the election herein ordained.
SECTION 12. The Mayor and/or the City Secretary and the attorney for the City are hereby authorized and
directed to make any filings required by the Federal Voting Rights Act. The Mayor and/or the City Secretary
and the attorney for the City are further authorized and directed to take any action necessary to comply with the
provisions of the Texas Elections Code, the Federal Voting Rights Act and the terms and provisions of any
Election Services Contract(s) and the Joint Election Agreement(s) in carrying out the provisions of this
Ordinance, whether or not expressly authorized herein.

Discussion: The JAG Program has been available to law enforcement agencies for a number of years.
Both the City of Huntsville and Walker County have received and benefited from the JAG Program
awards for several years with different annual allocation amounts.
For FY 2022, the City of Huntsville was directly allocated $12,906.00. Under the U.S. Department of
Justice (DOJ), Walker County was identified as a disparate jurisdiction. JAG legislation requires that
disparate jurisdictions identified in a geographical grouping to remain partners with the local
jurisdictions receiving funds and to be a signatory on a required Memorandum of Understanding or
Interlocal Agreement.
On July 5, 2022, the Walker County Commissioner’s Court approved entering into an Interlocal
Agreement with the City of Huntsville for a portion of the 2022 JAG Program funds. The allocated funds
will be used jointly by the City of Huntsville and Walker County for the purchase of equipment for use by
law enforcement, with the allocated amount to be divided equally between the entities. There are no
matching funds required for this grant.
The Huntsville Police Department plans to use their portion of the funds to purchase breaching kits with
tools for forcible entry into buildings, houses, and rooms. Walker County has expressed plans to use
their portion of the funds to purchase "Cellebrite Certified Mobile Examiners", an online training for the
Sheriff’s Department.
A program condition required for submitting an application for this grant requires that a public hearing
be held to receive comments on the DOJ-BJA program and for public input on the utilization of funds
being allocated for the City of Huntsville’s portion. After the public hearing, Council may approve, deny,
or remand the request back to the staff for modification if desired.

BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM TO THE U. S.

WHEREAS the City desires to ensure the safety of all its citizens and the City of Huntsville requires

Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that:
SECTION 1: A FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) application is hereby
authorized to be filed on behalf of the City and be placed in competition for funding to the
U.S. Department of Justice.
SECTION 2: The application will be for $12,906.00 to furnish equipment for the Huntsville Police
Department.
SECTION 3: The funds will be redistributed with the City receiving $6,453.00 and Walker County
receiving $6,453.00.
SECTION 4: The Mayor and City Council strongly support this application to address the safety needs
of the community.
SECTION 5: The City Council directs and designates the City Manager as the City’s Chief Executive
Officer and Authorized Representative to act in all matters in connection with this
application and the City’s participation in the FY 2022 Edward Byrne Memorial Justice
Assistance Grant (JAG) Program.

CITY OF HUNTSVILLE
GUIDELINES FOR PROCLAMATIONS
Among the many ceremonial functions of the office of Mayor is recognizing and honoring people,
events, activities, organizations, issues, etc., through the issuance of formal proclamations.
Proclamations may or may not be issued publicly, depending on timing, the wishes of the
recipient(s), and available time and space on City Council agendas. A proclamation aims to
recognize and celebrate the extraordinary achievements of local citizens and non-profit
organizations, honor occasions of importance and significance, and increase public awareness of
issues to improve the well-being of the citizens of Huntsville.
GUIDELINES
The issuance of a proclamation does not require action by the City Council; however, it should
comply with the guidelines below. The Mayor reserves the right and has the final decision to
modify or deny any proclamation request.
Proclamations may generally be issued for the following purposes:
Memorializing special or exemplary events or days within the City of Huntsville or
holidays recognized by the State of Texas.
Recognizing the achievement of high rank or success within a local non-profit
organization.
Recognizing unique or especially successful local school-related activities, such as
academics, athletics, music, etc.
Honoring local non-profit service groups for their work in the community.
Recognizing individuals for outstanding achievements in or for contributions to the
community.
Supporting public awareness campaigns that have the potential to enhance public health,
safety, or wellness.
Recognizing special or unique honors.
Recognizing business anniversaries of fifty years or more.
Recognizing retirements from the City of Huntsville following thirty-five or more years of
continuous service.
Recognizing individual birthdays of 100 years or more.
Recognizing wedding anniversaries of fifty years or more.
Recognizing other exceptional events, activities, and/or people.
Individuals, groups, or organizations are recognized by a single day or date. To designate a
month, the proclamation must recognize an activity or action that affects all citizens irrespective
of race, gender, color, or sexual orientation such as Autism Awareness Month, Cancer
Prevention Month, and Fair Housing Month.

Events, campaigns, or activities that are contrary to, or in opposition of, City of
Huntsville policies, plans, or Ordinances.
Personal activities not of general public interest, such as deaths, family reunions,
birthdays of less than 100 years, groundbreakings, business endorsements, etc.
PROCEDURE
All proclamation requests must be submitted in writing at least two weeks prior to a regular council
meeting date or of the event to be recognized. Submission of a proclamation request does not
guarantee its issuance. The Mayor reserves the right and has the final decision to modify or deny
any proclamation request consistent with this policy.
Individual(s) or organization(s) seeking a proclamation must accompany the request with:
•The contact person’s first and last name, address, telephone number, and e-mail address.
•A brief summary or background of the event or organization.
•Proposed text to enable writing of the proclamation, including a minimum of four points
or a suggested proclamation.
•The name and date(s) of the day, week, month, or event to be proclaimed.
•The event date for proclamation and date proclamation is to be ready for pick up.
DISTRIBUTION
Proclamations shall be distributed in one of the following ways:
•Presented at a City Council meeting.
•Request the Mayor or Mayor Pro-Tem, in the absence of the Mayor to present a
Proclamation at the event (subject to availability)
•Photo opportunity with the Mayor or Mayor Pro-Tem in the absence of the Mayor; or
•Picked up in the City Secretary’s office.
Proclamations presented at a City Council meeting may be limited due to time and will be
scheduled on a first request basis. Proclamations presented at a meeting shall be sponsored by the
Mayor, a Council Member, or City Staff.
