MINUTES (IF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 18TH DAY. OF MAY, A.D., 1984 IN THE CITY HALL COUNCIL
CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 12:00 NOON.
The Council met in a special meeting with the following members present:
William V. Nash, Mayor
0. Eugene Barrett
Murray A. Brown
Stephen E. Davis
Jerry L. Dimling
Bill Hodges
Percy Howard, Jr.
Jane Monday
Member absent: Bob Tavenner
The meeting was - called to order by the Honorable William V. Nash, Mayor. The invocation was.presented by
Councilmember Percy Howard.
CONSIDER A NEW HOME FOR THE EMS
Emergency Medical.Service Housing Need
Mayor Nash apprised the Councilr:that the present home of the City - County EMS is no longer available to the
Service as the old hospital is -being converted into a geriatric center. Mayor Nash suggested this meeting recess
so that the EMS Board of Directors. can-meet to review staff recommendations and they will then make a recommen-
dation to the-City Council and the County.Conmissioners. He noted the Council will then reconvene to take some
action on the recommendations of the' EMS Board. .
-After the recess, the Council reconvened to hear a report from Janes Burnett, County Conmdssioner and
member of the EMS Board of Directors. Mr. Burnett said that Gibbs Brothers has agreed to provide ' the City
and County with a lease-agreement-for property on the corner of Bearkit Boulevard and Sycamore, southeast side,
at no charge, for a period -of from-6 months up to one year and Dawson Mobile Hole Supply, Steve Dawson, has agreed
to provlde_at no charge, a mobile home for the EMS Service on this site, for the same length of- time, Mr.
Burnett noted the only Item left that is desired is a covered area for the ambulances, to protect them from the
elements. He noted this has been :needed for the last three or four years. He felt the City and County crews
could jointly construct such a- temporary cover for the vehicles. He noted easy access is available here for the
Highway 190 intersection and Sam Houston Boulevard intersection and the EMS Director, Carl Voskamp, is pleased
with this location. He noted the City and County will have to pay some utility costs but that access to same is
available at this site.
Mr. Burnett noted that within a year, the County would like to work with the City to find some type of
permanent facility for the EMS due.to its vital importance; noting it just can't keep moving around the city
looking for a home. Mr. Voskamp noted Mr. Ed Sandhop, representing Gibbs Brothers, will provide the City and
County with a document in writing, conveying this agreement and terms, which will also relieve Gibbs Brothers
of certain liability.
Councilmember Hodges noted it is a good idea to begin work on a permanent home for the EMS. He asked -for
some budget figures now to that they-can be plugged into the budget process, which is bow underway.
Gene Pipes, City Manager, noted we need a motion to accept the offer of Gibbs Brothers b Company and
Dawson Mobile Home Supply for the temporary arrangement for housing the EMS and also a motion to reject the bids
taken formally by the.City as an emergency, on mobile homes.
Mayor Nash then asked the Council to consider the verbal proposal of Gibbs Brothers and Dawson Mobile Home
Supply. - Councilmember Davis made the motion to accept the verbal proposals of each of,these two entities for
the donation of the property site and mobile home for the use of EMS and Councilmember Monday seconded the motion'.
All were in favor and the motion passed unanimously. Councilmember Davis also moved to reject the bids sub -
mitted to the City upon their request, with an explanation as to,why the bids were rejected•and a thank you to
them for coning up with their figures on such short notice, advise them of our decision, and extend proper cour-
tesies and Councilmember Monday- seconded the motion. All were in favor and the motion passed unanimously.
Mayor Nash thanked the EMS Board for their meeting and recommendation. He noted'the County Commissioners
will meet on Monday to take action on these proposals as well. -
There being no further business, the Mayor then called for adjournment.
