MIN CC 05/04/1984MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 4TH DAY OF MAY, 1984 IN THE CITY HALL COUNCIL CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 12:00 NOON. The Council met in regular session with the following members present: Members absent: William V. Nash, Mayor Murray A. Brown Larry Corley Stephen E. Davis Bill Hodges Percy Howard, Jr. Jerry L. Dowling Jane Monday The meeting was called to order by the Honorable William V. Nash, Mayor. The invocation was presented by Councilmember Percy Howard, Jr. CONSIDER RESOLUTION 84 -9* CANVASS THE RESULTS OF THE RECOUNT COMMITTEE AND THE RESULTS OF THE APRIL 28, T984 RUNOFF ELECTION The Councilmembers then reviewed the returns from the Runoff Election between 0. Eugene Barrett and Jim Carter as well as the results of the Ballot Recount Committee. The Recount Committee recounted all of the ballots on May 4, 1984. Councilmember Hodges made the motion to approve of the results of both the runoff election and the recount committee, which proved to be the same and indicated only a two vote difference between 0. Eugene Barrett and Jim Carter, with 0. Eugene Barrett receiving 446 and Jim Carter receiving 444 votes in the runoff election. Councilmember Davis seconded the motion to accept the results. All were in favor and the motion passed unanimously. Mayor Nash noted then that 0. Eugene Barrett is to be congratulated on winning the election to Councilmember at- large, Position 1, succeeding Larry Corley. (See page 410 for results tabulation.) ADMINISTRATION OF THE OATH OF OFFICE The City Secretary, Ruth DeShaw, then administered to 0. Eugene Barrett, the official Oath of Office and issued to him his Certificate of Election. A FAREWELL TO COUNCILMEMBER LARRY CORLEY Mayor Nash explained to Dr. Barrett that the Council finds it difficult to tell "Larry" good bye. Mayor Nash noted, however, he was sure Larry will continue to work with the Council and he expressed his hope that he will come back to visit. He noted the Council will miss him. A WELCOME TO COUNCILMEMBER GENE BARRETT Mayor Nash then welcomed Dr. Barrett to the Council and acknowledged that he has had a long and hard fight to obtain the seat, but surmised that perhaps this will make the victory that much sweeter. He noted the Council is very pleased to have Dr. Barrett working with them. CITY MANAGER'S REPORT - -GENE PIPES May 8, 1984 - -No Council Meeting -- Mr. Pipes noted the Council will not meet next week. May 15, 1984 -- Next Meeting -- Mr. Pipes noted the next formal regular meeting of the Council will be on May 15 at 7:00 P.M. Water Tower Project -- The Council was advised that the new two million gallon elevated water tower is progressing rapidly now and he encouraged the Council to drive by to look at it. DESIGNATION OF MAYOR'S REPRESENTATIVE IN HIS ABSENCE PENDING FORMAL APPOINTMENT OF MAYOR PRO TEM Mayor Plash noted that a new Mayor Pro Tem will be appointed on May 15, 1984, but until that time, and during his absence from the City prior to then, he wished to designate one of the Councilmembers to serve as his repre- sentative, to serve in whatever capacity might be required during his absence. He then designated Councilmember Bill Hodges, the senior - tenured member of Council, to represent him during this time. COUNCIL ACTION 1 Gene Barrett -- Expressed his appreciation to the Council for making him feel so welcome at City Hall.
