MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 14TH DAY OF DECEMBER, A.D., 1982 IN THE CITY HALL
COUNCIL CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 7:00 PM.
The Council met in regular session with the following members present:
William V. Nash, Mayor
Murray A. Brown
Larry Corley
Stephen E. Davis
Jerry L. Dowling
Bill Hodges
Delora King
Goree McGlothen
Jane Monday
The meeting was called to order by the Honorable William V. Nash, Mayor. The invocation was presented by
City Councilmember Goree McGlothen.
CONSIDER THE MINUTES OF THE PREVIOUS MEETING
Councilmember Corley made the motion to approve the minutes of December 7, 1982 and Councilmember Monday
seconded the motion. All were in favor and the motion passed unanimously. A
SPECIAL PRESENTATION
Resolution No. 82 -18 -- Honoring David Hardy
Councilmember Monday made the motion to adopt Resolution No. 82 -18 recognizing the accomplishments of
Mr. David Hardy in athletics and Councilmember Brown seconded the motion. All were in favor and the motion
passed unanimously.
ATTENDING CITIZENS
Mr. Bill Knotts, Planning Commission Member to Deliver December 6, 1982 Meeting Report.
Mr. Knotts presented the minutes of the Planning Commission's last meeting and answered some general
quettions of the Council.
Mr. Jim Carter, President, Pine Tree Running Club, to present Trophys
Mr. Carter commended members of the City staff for their assistance before, during and after the races
held in Huntsville. Mr. Carter noted last year 650 people participated in the Huntsville half and quarter
marathon, descending upon Huntsville from all over Texas and other states. He informed the Council of the
highlights of the recent race. He presented the trophy for the overall winner, donated by American Amicable
Life Insurance Company, in honor of Melvin Rimer who is in the Bearkat Hall of Fame. The second trophy
from KSAM in honor of Jeff Wells, a world class marathoner from Madisonville, was also presented by Mr. Carter.
The third trophy presented is in memory of Mr. Aaron David and is for the 6.6 mile race for younger people,
ages 1-14 (Kyle Wood of Huntsville won this trophy this year).
Mayor Nash advised Mr. Carter the city would be pleased to display these trophys this year in its E. Larry
Dickens Honorary Trophy Case in the City Hall lobby.
CONSIDER A SERIES OF SERVICE CONTRACTS FOR THE ARTS COMMISSION ACTIVITIES FOR
FISCAL YEAR 1982 -1983
Mayor Nash then presented the following contracts for the Council's approval.
Musical Programs Huntsville Community Choral Society $10,000
and Musical Band
Dance Workshop Sara Cherryholmes & SHSU Dance Dept. $ 3,000
Dance Program Space /Dance /Theatre, Inc. $ 2,500
Arts Program HISD $ 3,500
Huntsville Theatre SHSU Drama Department $ 8,000
Festival
Councilmember Monday made the motion to approve these contracts to be paid for from budgeted funds and Council -
member Corley seconded the motion. All were in favor and the motion passed unanimously.
CONSIDER TWO ADDITIONAL HOUSING REHABILITATION PROJECTS FOR THE HUD - -NEW ADDITION AREA
Councilmember Brown made the motion to award the Housing Rehabilitation bid for application 102 -82 to
Kevin Wedergren for $14,240 and to reject the bid of $16,130 for application 113 -81 from Kevin Wedergren and
Councilmember King seconded the motion. All were in favor and the motion passed unanimously.
CONSIDER A BID FROM HOLGUIN AND ASSOCIATES, INC. FOR THE ENGINEERING DESIGN COMPUTER
Councilmember Corley made the motion to reject the bid from Holguin and Associates in the amount of
$89,950, as recommended by staff and to rebid at'a future date and Councilmember Monday seconded the motion.
All were in favor and the motion passed unanimously.
CONSIDER BIDS FOR PURCHASE OF ROAD SURFACING MATERIALS FOR USE IN THE STREET DIVISION
Councilmember Corley made the motion to award the bid to Azrock Industries in the amount of $85,606 for
road surfacing materials for use in the Street Division maintenance activities, from budgeted funds, and
Councilmember King seconded the motion. All were in favor and the motion passed unanimously.

PROCLAMATION
CITY MANAGER'S REPORT
Gene Pipes reported the interest rate on municipal bonds is coming down. He noted
the interest rate a year ago was 11.98% and during the last week in November, it was
10.23 %. He noted things are looking better.
Mr. Pipes noted a proclamation would be issued in the morning honoring a 34 year
city employee who has enjoyed 34 years with the city with no work days lost due to
injury. He noted in the last nineteen years, this individual has had 17 without
having to use sick leave (Mr. Pipes is referring to Fir. A. E. Hamilton.). He noted
the proclamation will be presented to this employee Thursday morning at the Safety
Meeting.
The Council was advised of the resignation from the Emergency Medical Service
Board of one of the City's appointees, Mr. Rtchard Hartnett. Mr. Pipes noted Mr.
Hartnett's resignation is due to his election as Justice of the Peace for Precinct
2. He noted Mr. Hartnett wishes to avoid any possible conflict of interest between
these two positions. Mr. Pipes noted the Mayor and Council will need to make a
new appointment after the first of the year.
Noted earlier this evening the Council reviewed the plans and illustrations for
the new water tower to be build next year. He asked the Councilmembers to be think-
ing about a color scheme for this structure, which will be a landmark in
Huntsville because of its size.
Mr. Pipes noted a high school group has requested Christmas Decorations for down-
town Huntsville. He noted this group wishes to raise money for new decorations
and he wanted the Council to be apprised of this activity. Mr. Pipes felt sure
this group would be contacting the City Council and the public in general regarding
this need. Councilmember Monday noted this group should be encouraged to continue
their efforts but to keep in mind the downtown revitalization effort and review the
proposed new Christmas Decorations as to how they will best tie into the downtown
area, especially as it develops in the next few years.
MAYOR'S REPORT -- WILLIAM V. NASH
"National Drunk and Drugged Driving Awareness Week" Proclamation was issued earlier
this evening by Mayor Nash. He urged everyone to pay special attention to this
problem, especially at this time of the year. He asked the newsmedia to give
reasonable attention to this effort.
COUNCIL ACTION
Tidbits from Yesteryear Councilmember McGlothen noted he found the Items of Yesteryear -- December of 1889
to be quite interesting. Mayor Nash asked the City Secretary to continue this
activity as it is interesting to the Council to learn of the concern/ of previous
City Councils.
Traffic Congestion Councilmember Dowling noted the mass confusion at Gibbs Elementary School about
Gibbs Elementary School 3 P.M. on school days. He noted the traffic signs in the area are ignored and that
the conditions there at that time of day are hazardous. Mr. Pipes noted the City
is aware of the condition and noted it is an unenforceable situation. Mayor Nash
asked the City Manager to review this problem again.
Highway 19 R FM 2821 Councilmember Brown commended the Police Division for their excellent assistance
at this intersection, directing traffic during the school rush hours. He noted
as a temporary solution, this seems to be working out well. Mayor Nash noted both
of these traffic problems need the Council's attention and both of them involve
school traffic.
