NarTINO OF KAI 3e, 3se2 race236 Boo: MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 18TH DAY OF MAY. 1982 IN THE CiTY HALL COUNCIL CHAMBERS. LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE. COUNTY OF WALKER. TEXAS AT 7:00 P.M. The Council met in regular session with the following members present: William V. Nash, Mayor Murray A, Brown Larry Corley Stephen E. Davis Jerry L. Dowling 8111 Hodges Delora King Gores McGlothlin Jana Monday The meeting was called to order by the Honorable William V. Nash. Mayor. The invocation was presented by Brother Luke Curtis of the Church of Christ State Prison Mlnletry, CONSIDER THE MINUTES OF THE PREVIOUS MEETING Councilmesber Corley made the motion to approve the minutes of May 11, 1982 and Councllmember Mondgf seconded the motion. All were in favor end the motion passed unanimously. PENDING ITEMS ORDINANCE 82 -12 -- Manufactured Homes and Recreational Vehicles Amendments Councllmember Brown made the motion to adopt Ordinance Ho. 82 -12 and Councilmenber King seconded the motion. Councllmember Nondey then made an amending motion to delete 611 of Section 4 regarding conformance of roadways within manufactured home parks to minimum standards for private streets (Chapter 3 of the Design Criteria Manual and Chapter 30 of the Code of Ordinances) and Counctlmember Davis seconded the motion. City Attorney. Scott Bounds. noted this would leave, unamended. Chapter 11B, Manufactured Homes and Recreational Vehicles of the Code of Ordinances. which now requires "smooth, all- weather surface" roads within the manufactured home park. All were in favor of the amending motion and it passed unanimously. The original motion was then voted upon and else passed unanimously to adopt Ordinance No. 82 -12, the caption of which 1s no follows: ORDINANCE N0. 82 -12. AN ORDINANCE DF THE CiTY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING CHAPTER 11B, MANUFACTURED HONES AND RECREATIONAL VEHICLES OF THE CODE OF ORDINANCES OF THE CITY OF HUNTSVILLE, ALTERING THE PRO- CEDURE FOR i51;UING CONNECTION PERMITS. REQUIRING DRAINAGE PLANS, ALTERING SETBACK STANDARDS. REQUIRING LANDSCAPING AND CLARiFYIIIG MINIMUM LOT SIZE REQUIREMENTS; MAKING OTHER PROVISIONS RELATED THERETO; PRO- VIDiNG A PENALTY OF UP TO $200; PROVIDING SAVINGS AND REPEALING CLAUSES; PROVIDING FOR THE PUBLICATION AND EFFECTIVE, DATE HEREOF. RESOLUTION N0. 82 -13 The Personnel Policies Amendment •- Police Promotional Policy Councllmember Brown made the motion to approve Resolution No. 82-13 and Councllmember Dowling seconded the motion. Councilnember Monday made the motion to amend the Resolution under Section 3.02 8 1 to add 'approved by the City Manager" after the words "The Assessment Center . " Counellmember Hodges seconded the motion. All were in favor of the amending motion to add the approval note. Councllmenber Davis made the motion to amend Section 2.03, paragraph 2 to rend: "Each member of the panel will rate the candidate on a scale from 0 to 100' (rather than 0 to 50) And, "if the average exceeds 70 points (rather then 35 points), the candidate will be declared as passed, without indication of a numerical grade." Councilnenber Monday seconded this amending nation All were In favor of Counctlmenber Davis' amendment and it passed unanimously. The original motion was then vote upon and also passed unanimously to adopt Resolution No. 82 -13. the caption of which Is as follows: RESOLUTION N0. 82 -13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS. AMENDING ITS PERSONNEL RULES; WAKING OTHER PROVISIONS RELATED THERETO. Budget Meetings Schedule A brief review of required budget development dates and Councflmembers' schedules was made and staff was directed to revise it somewhat to accommodate several changes regarding meeting dates. Consider I.C.T, Student Worker Program for Munlclpal Garage Councllmenber Brown made the motion to approve 8 proposal for an Industrial Cooperative Training student worker program for the Municipal Garage to be funded with $2,523 for the balance of FY 1981 -1982 from General Fund Contingency and Councllmenber King seconded the motlonr All were to favor and the motion passed unenlmosaly Lu11zte Hosottaltsallon/Health insurance optional Quotation& Councllmeeber Monday made the motion to accept etaff's reconmendetion to provide Blue Cross /Blue Shield with a 30 days notice of concillstion and accept the _big F on Rapub 1c N iona1 for ample se health in r n e with a 5200 deductible and 801 coverage for in- hospital stay for a budget increase for FY 1982-83 of $15,4440 and Councllmember King seconded the motion. All wen in favor and the motion passed unanimously. Airport Master Plan Consultant Selected Councfloeaber King medal the motion to retain the firm of Coffman $ Associates of Kansas City, Missouri for e fee not to exceed $30,000, funded from Revenue Sharing Contingency, for the preparation of a master plan for the Huntsville Municipal Airport and Councllmember Corley seconded the motion.
