The Council met in a regular session with the following members present:
William V. Nash, Mayor
Murray A. Brown
Larry Corley
Stephen E. Davis
Jerry L. Dowling
Bill Hodges
Delora King
Goree McGlothen
Jane Monday
The meeting was called to order by the Honorable William V. Nash, Mayor. Councilmember Murray A. Brown
gave the invocation.
CONSIDER THE MINUTES OF THE PREVIOUS MEETING OF APRIL 20, 1982
Councilmember Corley made the motion to approve the minutes of April 20, 1982 and Councilmember Monday
seconded the motion. Councilmember Dowling noted a statement indicating the vote on Resolution No. 82 -10 is
absent from the record. The City Secretary acknowledged the missing statement and these minutes will be brought
back to the Council in their next formal meeting for final action.
MAYOR'S COMMENTS
Ordinance No. 82- 11-- Wrecker Ordinance -- TABLED.
Councilmember Hodges made the motion to approve Ordinance No. 82 -11 and Councilmember Monday seconded the
motion which would allow certain wrecker permit operations to maintain the vehicle depository within the city
and its extraterritorial jurisdiction. After some discussion and question regarding the reason for this type of
ordinance, a substitute motion was made by Councilmember Monday to table the Ordinance and Councilmember Corley
seconded the motion to table. All were in favor of the motion to table, pending discussion of this ordinance in
a work session, and it passed unanimously.
PENDING ITEMS
Storm Drainage Improvements -- Eastham and Pine Valley -- FUNDED.
Councilmember Monday made the motion to fund from Revenue Sharing Contingency Funds, $16,800 for storm
drainage improvements for the Eastham and Pine Valley areas in Forest Hills and Councilmember Corley seconded the
motion. Discussion: Councilmember Davis urged the staff to look at alternates to this drainage problem solution
so as to have the most effective corrective measures taken at the most efficient costs. Mayor Nash noted his
opposition to funding this project prior to a review of all other existing drainage problems so that they might
be prioritized. All other councilmembers were in favor of the motion to fund the drainage correction project
and it passed 8 to 1.
Hospitalization Insurance for Employees and Dependents -- TABLED.
Councilmember Brown made the motion to stay with the current plan with Blue Cross and Blue Shield and
Councilmember King seconded the motion. Discussion: The financial stability of Blue Cross and Blue Shield
was discussed as well as the proposed coverages of the various alternative plans offered by Blue Cross and
Blue Shield. The Council indicated their preference for the plan that pays 80% of medical costs with a larger
deductible, noting the 100% coverage is misleading and often costs employees and employers more than the 80 -20
split plans. Councilmembers asked the staff to review alternate companies and to bring back another report to
the Council at a later date, and directing the staff to not renew with Blue Cross and Blue Shield. Council-
member Brown made a substitute motion to table this matter pending further study and Councilmember McGlothen
seconded the motion. All were in favor and the motion passed unanimously.
Police and Other Departments Budget Amendments and Employee Classification Pay Plan Changes -- TABLED.
Councilmember Brown made the motion to approve the Police only recommendations and Councilmember King
seconded the motion. Discussion: Councilmembers indicated support for the police reorganization plan and the
pay increases suggested for policemen, but were not prepared to approve in the same motion other changes for
other employees without further study. Councilmember Hodges then offered a substitute motion to amend the
motion on the floor to delete the pay scale considerations for police so that it might be considered along with
the other proposed changes in pay scales for the other employees as we consider the impact of all of it on the
budget. Councilmember Monday seconded the substitute motion. After further discussion, Councilmember Hodges
withdrew his substitute motion and Councilmember Monday seconded the withdrawal. Councilmember Corley then
made a substitute motion to table the entire matter pending further study and Councilmember Monday seconded the
motion. Councilmember Brown and Mayor Nash voted OPPOSED to tabling the entire package. All other council -
members were in favor of tabling the entire proposal and the motion to table passed 7 to 2.
Personnel Policies Amendment to Provide Police Division Promotions -- TABLED.
No action was taken on this item due to the previous discussion and motion to table.
Summer Interns for Various Specialized Areas -- APPROVED.
Councilmember Brown made the motion to approve the use of summer employee interns as proposed in the
various departments amounting to approximately $10,000 in salaries to be allocated from the various department's
contingency funds and Councilmember King seconded the motion. All were in favor and the motion passed unanimously.
Wastewater Sampler Purchased - -APPROVED.
Councilmember King made the motion to purchase a $1,500 wastewater sampler from budgeted funds and Council-
member Corley seconded the motion. All were in favor and the motion passed unanimously.
Sludge Handling and Disposal Study Funded -- Engineering Science, Inc. -- APPROVED.
Councilmember Monday made the motion to approve the proposal of Engineering Science to study the sludge
handling and disposal problem at the A. J. Brown Wastewater Treatment Plant with a ceiling of $18 000 from Water
and Sewer Contingency Fund for a ten week project and Councilmember Corley seconded the motion. Councilmembers
