Council-ember Brown made the motion to aoorove the 'short" form synopsis of the minutes of the prevfoLs
meeting of February 16, 1982 and Councilmember Monday seconded the motion. All were to favor and the motic-

MAYOR'S REPO:_
Mayor hash noted he presented a proclamation to six Black organizations in Huntsville for 'Black History
Month' for February. 1982. He then presented a Proclamation to Councilmember Delora King designating February
23. 1982 and " Delora King Day" in recognition of her receipt of the "Woman of the Year" Award from the Business
and Professional Women's Club on February 22. 190:.
ATTENDING CITIZEN_
Chester Powell of Entex
Mr. Powell presented to the Council a proposed cost -of- service increase of 51.01 per month per customer
for Entex (gas) service which is approximately a 2.70 percent increase on the average bill and shared with the
Council documentation in support of this increase dated February 25, 1982. He noted the new rate will go into
effect on April 1,1982 unless the Council takes action agalnsF the increase. No action was taken by the Council,
so the new rates will be effective April 1, 1982.
PURCHASING
Walkle- Talkies for Engineering Design Division
Councilmember Corley made the motion to approve the staff's recommendation to purchase four walkie - talkies
for use in the Engineering Design Division from Motorola in the amount of 52,176 from budgeted and Revenue Sharing
funds and Counctlmeiilber Hodges seconded the motion. All were In favor and the motion passed unanimously.
PENDING ITEMS
Water and Sewer Tap Fees -- Review Ordinance No. 80-68 dated December 16. 1980.
The Council reviewed this ordinance and agreed with the City staff to set a minimum fee of S50.00 to connect
to the City sewer system, regardless if the City crew was required to be dispatched to the location or not. The
Council decided to use the Utility Extension Policy regarding special cases where a highway bore for the sewer
connection would be required rather than charge the customer the actual cost of a highway bore. The Council
directed the City AttForney. Scott Bounds, to have an ordinance amending Ordinance No. 80 -68 effecting the SSOchan

Review Proposed Revised Personnel Policies
After a brief review of newly updated_Clty Personnel-Policies, dated February 18, 1982, the item was tabled

Review City's Purchasing Manual as Updated
After a brief review of the updated Purchasing Manual. the Council agreed to table any action on it until
the Council had more time to review tt.and that it be discussed in an upcoming work session.
Consider New Taxicab Permit Application
The Council reviewed an application for a new Taxicab Permit from Mrs. Joann Poole for 'Huntsville Taxi
Service' for a fleet of three taxicabs and Councilmember Brawn made the motion to grant the permit and Council-
member Hodges seconded the motion. All were In favor and the motion passed unanimously.
Consider Engagement Letter of Hereford, Lynch a Co. for Required Revenue Sharing Audit
Councilmember Corley made the motion to engage the firm of Hereford. Lynch S Company to perform the
required Revenue Sharing Audit to compliance with federal regulations and Councilmember Brown seconded the motion.
All were in favor and the motion passed unanimously.
City Council Minutes Format
Councilmember Brown made the motion to approve the future use of a snyopsis of the City Council Minutes
or a short form rather than a more detailed version as previously offered, with the requirement that the tape
recordings be retained of each meeting for a period of five years and Councilmember Corley seconded the motion.
