MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 16TH DAY OF DECEMBER, A. D., 1983 IN THE CITY HALL
CONFERENCE ROOM, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 11:00 A.M.
The Council met in regular session with the following members present:
William V. Nash, Mayor
Murray A. Brown
Larry Corley
Stephen E. Davis
Jerry L. Dowling
Bill Hodges
Percy Howard, Jr.
Jane Monday
Member absent: Bob Tavenner
Mayor Nash called the meeting to order.
CONSIDER APPROVAL OF THE POLICE DISPATCHER CONSOLE, AS BUDGETED
Gene Pipes, City Manager, advised the Council of the recommendation of the Director of Internal Services,
John R. Keys, to accept the lowest and best bid meeting specifications for the Radio Console as submitted by
Motorola for $53,657 to be paid from Revenue Sharing Funds, which has a balance of $61,400. It was noted the
only other bidder, Modular Communication System, did not meet bid specifications with their bid of $48,733.
Mr. Pipes noted this radio console is a dual operator positions radio console and is the first step in updating
the radio system which is designed to combine all the radios (police, fire, public works, EMS, county) into one
unit and to provide cross- patching of all the city radios and phone systems.
After some discussion and explanation, Councilmember Brown made the motion to award the bid as described
above to Motorola and Councilmember Monday seconded the motion. All were in favor and the motion passed
unanimously.
CONSIDER INFILTRATION - INFLOW PROPOSAL FOR CITY'S WASTEWATER SYSTEM
Consider a proposal and contract for professional services to conduct a study of infiltration - inflow to the
city's wastewater system in aan amount not to exceed $325;000, as budgeted in the city's capital improvements
research funds.
Gene Pipes, City Manager, then presented a revised contract for this professional engineering service with
Randolph & Associates, Inc. of Peoria, Illinois from that which was discussed last Tuesday evening. He noted
the changes requested by the Council at that meeting have been incorporated into this contract and that approval
has been obtained from this firm to make these changes. After some discussion, Councilmember Corley made the
motion to approve the contract as amended and Councilmember Monday seconded the motion. Discussion: Council-
": member Davis asked for the addition of the word "accepted" as the last word on the first line on page 8, to make
the sentence now read as follows: "If CITY fails to make any payment due ENGINEER for 'accepted' services and
' expenses within thirty days after receipt of ENGINEER'S bill therefor, the amount due ENGINEER may include a
charge at the rate of 1.5% per month from said thirtieth day, and in addition . . . " Councilmembers Corley
and Monday accepted this additional change to be included in their motion to approve the contract. All were
in favor and the motion passed unanimously.
PRESENTATION OF CHRISTMAS FLOAT TROPHY
Mr. Johnny Poteete, Director of Public Works
Mr. Johnny Poteete presented the 1983 Most Original" Float award to Mr. Ray Black, Superintendent of Parks
and Pecreation, who received the award on behalf of the city employees who worked so diligently on another
very successful float entry in the annual Christmas Parade.
