CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 7:00 P.M.
The Council met in regular session with the following members present:
William V. Nash, Mayor
Murray A. Brown

The meeting was called to order by the Honorable William V. Nash.
EXECUTIVE SESSION
Mayor Nash noted that an executive session was held earlier for the purpose of discussing real estate and
legal matters: Airport property and Mackey Vs. City of Huntsville. He noted no formal action is to be taken
at this time as a result of these discussions.
INVOCATION
The Reverend O'thel Sharp of the First Baptist Church on 10th Street gave the invocation for the Council
Meeting. Mayor Nash noted Reverend Sharp is the Pastor of tonight's Honoree, Goree McGlothen.
PROCLAMATION
Mayor Nash then presented a proclamation to Miss Vanetta Mills honoring and recognizing her for her recent
award of the title of the State of Texas Juneteenth Queen for 1982. Assisting the Mayor in this presentation
was Councilmember Goree McGlothen. Miss Mills will represent the State of Texas and the City of Huntsville this
year at the Juneteenth celebrations.
CONSIDER THE MINUTES OF THE PREVIOUS MEETING
Councilmember Jane Monday made the motion to approve the minutes of March 22, 1983 and Councilmember Hodges
seconded the motion. All were in favor and the motion passed unanimously.
REHABILITATION BIDS
Consider Bids for the Rehabilitation of Four Additional Houses in the New Addition HUD Project
Mayor Nash noted it is the staff's recommendation to award the bid for the rehabilitation of four additional
houses in the New Addition HUD Project to the apparent low bidders, as follows:

Councilmember Hodges made the motion to approve these four low bidders and Councilmember Dowling seconded
the motion. All were in favor and the motion passed unanimously.
JANITORIAL SERVICES
Consider the Award of an Annual Contract for Janitorial Services to the Low Bidder
Mayor Nash presented the staff's recommendation to award the bid for an annual contract for janitorial
services to the low bidder, J. D. Davis, in the amount of $28,220. Councilmember Dowling made the motion to
award the low bid to J. D. Davis and Councilmember Hodges seconded the motion. The motion passed unanimously.
Mayor Nash noted that Byrd Janitorial Service was the contractor for this service and that this firm did excel-
lent work. He noted that they should be encouraged to bid again next year.
ORDINANCE REGULATING WRECKER BUSINESSES
Mayor Nash referred to Councilmember Monday for comments. Councilmember Monday noted that since this is
a new ordinance containing quite a bit of material and because of the interests expressed by the individual
wrecker owners and the -Association, she requested that this item be tabled tonight to allow time for additional
input from the wrecker owners and the association. Councilmember Hodges seconded the motion. All were in favor
and the motion passed unanimously.
Councilmember Murray A. Brown requested a work session with the wrecker owners and drivers and members of
the Association perhaps in two weeks. Councilmember Davis noted it would help the Council to have a short note
from the Wrecker Association indicating their feelings about the ordinance which would note its weaknesses or
strong points or indicating whether they feel they can work with this ordinance as it is.
ELECTION PRESIDING JUDGE CHANGE
Mayor Nash noted the Council Is asked to approve of the appointment of Mr. Charles Shandera as the Election
Presiding Judge for Precinct 201 (Holiday Inn) to replace his wife, Dorothy, who must be out of town (due to her
'! mother's illness)on election day. Councilmember Hodges made the motion to approve of Charles Shandera as the
. election presiding judge and Councilmember Corley seconded the motion. All were in favor and the motion passed
unanimously.
Planning Commission Report
COUNCIL ACTION
Councilmember Davis noted the Council has not received the Planning Commission
Report and noted he wishes to be kept advised of their activities. Gene
Pipes, City Manager, noted as soon as a representative of that Commission can

Railroad Crossing -- Councilmember McGlothen said don't forget the railroad crossings. Gene Pipes noted
work is underway on the various crossings in the city to improve them.
! Youth League Baseball -- Councilmember Dowling expressed his appreciation for the Council addressing his con -
cerns during his absence last week for the "stopping time for the youth league games
at Kate Barr Ross Park.

Election Information
-- Councilmember Dowling asked if Telecable is planning to pick up Channel 20 out of
Houston. Scott Bounds, City Attorney, noted preliminary clearances are being pursued
to obtain this capability at this time.
-- Councilmember Dowling expressed the complaints of residents in his ward of the heli-
copter landings on the west side of town. He asked the City Attorney to look into
actions the City might take to encourage the use of the City's airport for this activ-
ity rather than using the neighborhoods of the city, creating a hazard for children
and creating a disturbance.
-- Councilmember Dowling expressed his dismay that unauthorized persons would remove the
campaign signs of other candidates. He noted this violates a closely held freedom in
this country and that being the freedom of speech, freedom of association, etc.
-- Councilmember Monday noted there is still confusion about where we vote and that
both elections will be held at the same polling places throughout the city. She asked
that the media run those charts again indicating where each precinct number reports
for voting.
THE MAYOR'S REPORT -- William V. Nash
Huntsville Memorial Hospital
Mayor Nash noted he attended a ground breaking this afternoon for the C.T.Scan, which is a large addition
to the hospital.
Absentee Voting
Mayor Nash noted that absentee voting ended today at 5:00 P.M. A total of 397 persons cast absentee ballots
for the City and School elections.
CITY MANAGER'S REPORT- -GENE PIPES
Change in Polling Place -- Gene Pipes noted the only change in polling places from last year is from University
Heights Baptist Church in Precinct 401 to the Goree Unit Recreation Hall.
llth Annual Water Resources Symposium—Sponsored by the University of Texas in Austin -- Gene Pipes noted he
and Boyd Wilder, Director of Public Utilities and Glenn Isbell, Director of Design Engineering, attended this
conference in Austin last week. He then presented general information about the meeting for the Council.
Design Criteria Manual -- Gene Pipes noted that the staff has mailed out well over 100 copies of proposed revis-
ions to this manual in an effort to debug the new document, to get all of the input that is humanly possible.
He said everyone who has received the original manual was sent the revisions. He noted their comments have been
solicited. He noted as of yesterday, the City had only received two comments. He noted the City had received
a complimentary letter from an out of town engineering firm that found the City's design criteria manual a real
plus for development. He noted Dale Brown, Director of Planning, will be speaking to members of the American
Planning Association in Galveston in April regarding this and other topics.
City Auction -- Gene Pipes noted the City Auction netted the City some $7,488 with $136.00 being paid to the
Young Farmers Association for conducting the auction. Mr. Pipes noted the old Motor Grader was sold for $3,900.
Community Development Block Grant -- Gene Pipes noted a progress report on the housing rehabilitation project
shows that a 12 inch water line is completed as of January 28, 1983, 96% of the right -of -way in the New Addition
HUD project has been acquired, a contract has been awarded to W. P. Constructors for $100,000 to install a trunk
sewer line, and the design for water, sewer and street drainage is nearing completion. He noted we have had
13 active applicants and 7 houses rehabilitated. He noted this year we have had seven applicants and four
have been rehabilitated. He noted 11 houses in the New Addition area have been rebuilt or reconstructed during
this period of time. He noted we shall go out for bids shortly on the rest of the work on the public improve-
ments.
RECEPTION FOR GOREE McGLOTHEN
Mayor Nash noted a reception will begin at 8:00 P.M. for outgoing Councilmember Goree McGlothen. He noted
those ceremonies will begin in the Council Chambers and end in the Conference Room.
