MINUTES OF AN EMERGENCY HUNTSViLLE CiTY COUNCIL MEETING HELD ON NOVEMBER 20, 1987 IN THE CiTY HALL COUNCIL
CHAMBERS, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, WALKER COUNTY, TEXAS AT 12:15 P.M.
The Council met in an Emergency Session with the following members present:

FORMAL SESSION
Mayor Monday then called this emergency meeting open. She noted the nature of this emergency is
the need to reinstate city warehouse operations with the use of this restored power.
Consider contract for electrical service to the City's warehouse to restore electrical cower that was
damaged by the recent storm. _
Mr. Gene Pipes, City Manager, advised the Council the staff has tried several options in order to
make due with the current situation, one of which included using a portable generator just to power
temporary lights, strung on Romex wire to the offices and the warehouse so the city could continue to
operate, but when it got cold, it was not satisfactory at all. He said it may be six weeks to two months
before the final repairs are made, during which time, we could incur some extremely cold weather. He said
the staff he been looking at what it could do to make a temporary electrical feed to the warehouse. The
insurance will provide for temporary continuation of business type expenses, he said, but the temporary
feed idea will be more expensive than a permanent installation that will need to be installed eventually.
Mr. Pipes reminded the Council the storm hit the southwest corner where all of the electrical feed
comes into the building, so to make the repairs on the building, all of the panel boxes, weatherhead, etc.
will have to be moved. He said the staff suggests that both the temporary and permanent electrical feed
be moved to the mechanical room, which is beside the office in the middle of the building, or what will be
the middle of the. building after it is expended; the city plans to expend this year the rest of the
warehouse facility- -the four garage bays- -out the east end of the building, so some of this electrical
work will have to be done anyway. He said we will then build this temporary service as a permanent
service in this pressure room there beside the shop that now exists. He said the insurance company has
been contacted and is agreeable to the work, noting the staff electrician's time and labor will be
carefully documented for reimbursement also by the insurance company.
Mr. Pipes advised bids have been taken on the amount of materials necessary. One bid is from
Builders Electric Supply of Conroe in the amount of $4,449, and the second bid is from Ward Electric
Supply of Huntsville in the mount of $5,898. He said a "no bid" was received from McCaffety Electric of
Huntsville. These materials need to be ordered immediately as it will take about seven working days to
get it here and then some time for the in-house staff, licensed electricians to install this service, Mr.
Pipes reported. It was noted because of the upcoming holidays and anticipated delays because of state-
wide storm related supply demands, it is important that the Council authorize this expenditure now so the
order can be placed.

Councilmember Green made the motion to accept the low bid of Builders Electric Supply of Conroe in
the amount of $4.449 for electrical supplies. as discussed above. and Councilmenber Howard seconded the
motion. All were in favor and the motion passed unanimously.
Next City Council Meeting (December 1, 1987 for two items)
Mr. Pipes noted he will likely be calling the Council together on Tuesday, December 1, 1987 at
noon or a time convenient for a quorum of the Council, to award the bid for reconstruction /repair of the
city's warehouse damaged recently by a tornado. He said the plans and specifications for this repair work
are now being prepared by Larry Lassiter, and will be ready in time to send out for bid so that by
November 30, the various companies will be able to provide the city with a quotation for this work.
December 1 will be the earliest the Council can meet to award this bid, he said.
Another matter to be considered in this meeting on December 1 will be authorization, by
Resolution, to submit a grant application to H.U.D. for a Community Development Block Grant. Mr. Pipes
advised that Mr. Glenn Isbell, Director of Engineering Design, has been preparing estimates for Mr. Dale
Brown, City Plainer, to prepare this application. The deadline for this submission is December 3, 1987.
