A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE
SUBMISSION OF A TEXAS RECREATIONAL TRAILS FUND PROGRAM APPLICATION TO THE TEXAS
PARKS AND WILDLIFE DEPARTMENT FOR PHASE 1 RAILROAD TRAIL; AND AUTHORIZING THE CITY
MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS RECREATIONAL TRAILS FUND
PROGRAM.
WHEREAS the City desires to develop a viable community for all citizens, and the old railroad easement
provides usable green space for walking /biking trails for the citizens of Huntsville; and
WHEREAS it is necessary and in the best interest of the City to apply for funding under the 2012 Texas
Recreational Trails Fund Program.
NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that:

A grant application is hereby authorized to be filed on behalf of the City and be placed in
competition for funding under the Texas Recreational Trails Fund Program.
The application will be for no more than $296,087.00 to carry out the Phase 1 Railroad Trail
project.
The City shall contribute $96,087 (32.5 %) in the form of cash and in -kind match.
The Mayor and City Council strongly support this application to address the recreational
needs of the citizens of Huntsville.
The City Council directs and designates the City Manager, Bill Baine, as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with this
application and the City's participation in the Texas Recreational Trails Fund Program.

Authorize the City Manager to apply for, accept if awarded, and implement the Fruit Tree
Planting Foundation grant to establish an orchard at Emancipation Park.
Background:
The Fruit Tree Planting Foundation awards an orchard of 15 to 20 trees and an irrigation system
to help alleviate hunger in low- income neighborhoods.
Facts to Consider:
• The City has lost a large number of trees due to the drought and this would help replace
some of them.
• The labor will be volunteer with City oversight.
• The Fruit Tree Planting Foundation will provide the trees, irrigation materials, design, and
education for the project.

Background:
This is one segment of the railroad track that follows the Town Creek Project, but is outside the
FEMA project site
Facts to Consider:
• Application deadline: February 1, 2012
• Trail is about 1 mile going from Sycamore Drive to Highway 19
• Trail will be concrete for walking/biking.
• The trail will be lighted with solar powered lights
• In-kind labor will consist of engineering, surveying, striping/signage, and removal of the
ballast
• Match consists of Engineering, Surveying, and signage/striping
