A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE
SUBMISSION OF THE 2012 GENERAL VICTIM ASSISTANCE - DIRECT SERVICES PROGRAM GRANT TO
THE HOUSTON - GALVESTON AREA COUNCIL (HGAC) AND THE TEXAS CRIMINAL JUSTICE DIVISION
OF THE GOVENOR'S OFFICE FOR A VICTIMS SERVICE COORDINATOR; AND AUTHORIZING THE CITY
MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE 2012 GENERAL VICTIM ASSISTANCE
- DIRECT SERVICES PROGRAM GRANT.
WHEREAS the City desires to ensure the safety and well-being of all it citizens; and,
WHEREAS the City of Huntsville requires the Police be charged with this task; and,
WHEREAS it is necessary and in the best interest of the City to apply for funding under the General
Victim Assistance Grant Program.
NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that:
SECTION 1: A General Victim Assistance Grant Program application is hereby authorized to be filed on
behalf of the City and be placed in competition for funding to HGAC .
SECTION 2: The application will be for $51,557 to provide salary and training for a Victims Service
Coordinator.
SECTION 3: The Mayor and City Council strongly support this application to address the safetyand well-
being needs of the Community.
SECTION 5: The City Council directs and designates the City Manager, Bill Baine, as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with this
application and the City's participation in General Victim Assistance Grant Program.

Background:
'The City of Huntsville currently has no full-time Victim Service Coordinator. The City refers
victims to the District Attorney's office for assistance.
Facts to Consider:
. The City currently utilizes the District Attorney's Victim Service Staff when needed
. 20% match required
. Can be renewed yearly up to 30 years
. Crime rates are rising in Huntsville resulting in more victims
. Detective is currently assigned limited tasks, so would free up this person's time
. Would be able to offer effective and comprehensive services to the community
