PROCLAMATION
NO. 2015-21
WHEREAS one in four college women report surviving rape or attempted rape
at some point in their lives, and every year over 1.2 million women
experience rape; and
WHEREAS 60% of rapes on college campuses occur with a perpetrator who is
an acquaintance of the survivor, 32% with romantic partners, and
8% with strangers; and
WHEREAS the highest sexual assault risk situation for college women is after
they become voluntarily intoxicated, while it should be noted that
the presence of a bystander makes a completed rape 44% less likely
to occur; and
WHEREAS during the month of April, Sam Houston State University, including
numerous departments, student organizations, and law
enforcement, are working to expand awareness and prevention of
sexual assault at the University and within the city and county
areas, through programs such as Ignite the Night, Walk a Mile in
Her Shoes, and An Evening with Tim Mousseau.
NOW, THEREFORE, BE IT HEREBY PROCLAIMED, by the power vested in
me as Mayor of the City of Huntsville, Texas that:
April 2015
be declared: Sexual Assault Awareness Month
in the City of Huntsville, and encourage residents to recognize the need to bring
increased awareness and education to this issue.
