RESO 2009-25 - Apply for Neighborhood Home grant, TDHCARESOLUTION NO. 2009-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE
SUBMISSION OF A NEIGHBORHOOD HOME GRANT APPLICATION TO THE TEXAS DEPARTMENT OF
COMMUNITY AND HOUSING AFFAIRS (TDHCA); AND AUTHORIZING THE CITY MANAGER TO ACT AS
THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY'S PARTICIPATION IN THE HOME GRANT PROGRAM.
WHEREAS Assisting the very low income home owners in improving their properties is important to
the City of Huntsville; and
WHEREAS It is necessary and in the best interest of the City to apply for funding under the 2009 HOME
Grant Program.
NOW, THEREFORE, be it resolved by City Council of the City of Huntsville, Texas, that:
SECTION 1: An application is hereby authorized to be filed on behalf of the City and be placed in
competition for funding under the HOME Grant Program.
SECTION 2: The application will be for $450,000 of grant funds plus $63,516 (14.7 %) matching funds to
implement the HOME Project.
SECTION 3: The City's 14.7% match will be derived from building permit fee waivers ($12,516),
demolition ($21,000), site prep ($9,000) and $21,000 in cash from the unallocated Capital
Reserves fund.
SECTION 4: It is understood that the HOME is a reimbursement program and the City has $120,000 in
reserve funds for this Program located in the unallocated Capital Reserves fund.
SECTION 5: The City Council directs and designates the City Manager, Bill Baine, as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with this
application and the City's participation in the HOME Grant Program.
